Job Description: Capital Projects Manager

MOS Code: 2161 (Navy)

Education and Experience

Bachelor's degree or higher in business or public administration, engineering, architecture, or related field, plus five (5) years of professional, managerial, or administrative experience related to preparation and fiscal oversight of operating budgets or project management for capital improvement and acquisition projects.

Licenses and Certificates

Texas Class "C" Driver's License or equivalent from another state.

Job Responsibilities
  1. Coordinate citywide execution of the Capital Improvements Program (CIP) projects, ensuring adherence to schedules.
  2. Manage approved capital improvement projects, verifying available funding for scope changes or bid estimates.
  3. Collaborate with financial organizations to develop and implement fiscal procedures.
  4. Review project proposals for time and budget requirements, schedule fund releases, and oversee financial account balancing.
  5. Participate in negotiations related to project funding and administer grants and inter-agency agreements.
  6. Maintain a citywide database of capital projects, monitor expenditures, and report deviations.
  7. Prepare activity reports and design a website for project status updates.
  8. Monitor project progress across all development phases and coordinate with city departments.
  9. Attend meetings and present to officials and community groups.
  10. Assist in developing program and implementation plans, including creating monitoring schedules and maintaining facilities inventory.
  11. Conduct benchmarking and needs assessments to evaluate facility conditions and develop replacement schedules.
  12. Develop policies, analyze project performance, and support project initiation activities.
  13. Represent the supervisor in administrative matters, serve on committees, and enforce policies and standards.
  14. Draft resolutions and official documents, ensure contract compliance, and assist with property acquisition.
  15. Supervise staff, assign work, evaluate performance, and oversee training and development.
