Job summary

PMA Consultants is seeking an experienced Project Controls Manager to lead cost, schedule, and risk analysis for a large multi-year capital project at San Francisco International Airport. You will drive integrated master scheduling and open‑book budgeting across design, procurement, construction, commissioning, and closeout.

The role requires 10+ years in project controls on complex projects, expertise with Progressive Design‑Build, and strong communication with leadership.

Qualifications

• 10+ years of project controls experience on large, complex capital projects.
• Bachelor’s degree in Engineering, Construction Management, Architecture, Business, Finance, Accounting or related field preferred.
• Experience with Progressive Design‑Build, CM‑at‑Risk, or similar delivery methods, including GMP development and open‑book pricing.
• Advanced proficiency with Primavera P6 and integrated master scheduling.
• Experience with a PMIS such as e‑Builder, Kahua, Procore, or similar.
• Strong analytical and communication skills for leadership and executive stakeholders.
• Airport/public-agency capital project experience preferred.
• AACE PSP/CCP or PMP certification preferred.

Responsibilities

• Develop and maintain the integrated master schedule including procurement, permitting, and commissioning.
• Maintain the master budget and cost plan; establish open‑book design‑to‑budget procedures.
• Prepare independent cost estimates and risk analyses; reconcile with the Design‑Builder.
• Evaluate GMPs and early‑work packages to support construction authorization.
• Manage risk registers, contingencies, and change control; forecast final costs.
• Review invoices, monitor Not‑to‑Exceed amounts, COT and projections.
• Develop project reports and dashboards within the PMIS; track metrics.
• Coordinate with management, design, construction, procurement, and stakeholders.
• Support controls activities through commissioning, cutover, stabilization, and closeout.
