Job summary

PMA Consultants LLC is seeking an experienced Project Controls Manager to lead cost, schedule, and risk analysis for a major capital project at San Francisco International Airport. You will manage the integrated schedule and budget across design, procurement, construction, commissioning, and closeout.

The role requires proven experience with large-scale delivery methods, advanced Primavera P6 skills, and strong communication with executives.

Qualifications

  • 10+ years of project controls experience on large, complex capital projects.
  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, Finance, Accounting, or a related field is preferred; relevant experience may be considered in lieu of education.
  • Experience with Progressive Design-Build, CM-at-Risk, or similar delivery methods, including GMP development and open-book pricing.
  • Advanced proficiency with Primavera P6 and integrated master scheduling.
  • Strong knowledge of cost management, forecasting, risk management, and change control.
  • Experience with PMIS such as e-Builder, Kahua, Procore, or similar.
  • Strong analytical and communication skills, including presenting project information to leadership and executive stakeholders.
  • Experience supporting airport, aviation, public-agency, or similarly complex capital projects is preferred.
  • AACE PSP/CCP/DRMP or PMP certification is preferred.

Responsibilities

  • Develop and maintain the integrated master schedule, including procurement, environmental reviews, permitting, long-lead equipment, construction, commissioning, and cutover.
  • Maintain the master budget and cost plan; establish open-book cost development and design-to-budget procedures.
  • Prepare independent cost estimates and schedule analyses; reconcile with Design-Builder at milestones.
  • Evaluate early-work packages, GMPs, and final GMP for construction authorization.
  • Manage risk register, contingency tracking, change control, and forecasting.
  • Review invoices; monitor Not-to-Exceed amounts, cost-to-complete, and projected final cost.
  • Identify cost and schedule trends and provide corrective action recommendations.
  • Develop weekly, monthly, and executive reports; maintain PMIS dashboards.
  • Track supplier diversity participation and project performance metrics.
  • Coordinate with project management, design, construction, procurement, and other stakeholders.
  • Support controls through commissioning, cutover, stabilization, and closeout.
  • Other duties as assigned.

Position Summary

PMA Consultants is seeking an experienced Project Controls Manager to support a large, multi-year capital project at San Francisco International Airport (SFO). This position will lead project controls for the delivery of a new catering facility utilizing Progressive Design-Build.

The Project Controls Manager will provide independent cost, schedule, and risk analysis to support project decision-making throughout design, procurement, construction, commissioning, operational cutover, and closeout.

Position Responsibilities
  • Develop and maintain the integrated master schedule, incorporating procurement, environmental and regulatory reviews, permitting, long-lead equipment, construction, commissioning, and operational cutover.
  • Maintain the master budget and cost plan and establish procedures for open-book cost development and design-to-budget management.
  • Prepare independent cost estimates and schedule analyses and lead reconciliation with the Design-Builder at established project milestones.
  • Evaluate early-work packages, work-package Guaranteed Maximum Prices (GMPs), and the final GMP to support construction authorization.
  • Manage the project risk register, contingency and allowance tracking, change control, and forecasting.
  • Review invoices and monitor phase-specific Not-to-Exceed (NTE) amounts, cost-to-complete, and projected final cost.
  • Identify cost and schedule trends and potential impacts and provide recommendations for corrective action.
  • Develop weekly, monthly, and executive-level reports and maintain project controls dashboards within the Project Management Information System (PMIS).
  • Track and report supplier diversity participation and other required project performance metrics.
  • Coordinate with project management, design, construction, procurement, and other stakeholders to support integrated project delivery.
  • Support project controls activities through commissioning, operational cutover, stabilization, and closeout.
  • Other duties as assigned.

  • Strong analytical and communication skills, including the ability to present project information to leadership and executive stakeholders.
  • Experience supporting airport, aviation, public-agency, or similarly complex capital projects is preferred.
  • AACE certification (PSP, CCP, or DRMP) or PMP certification is preferred.

The salary range for this position is $149,833 to $212,719.

A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual's scope of relevant experience and geographic location.

Additional Requirements

Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.

Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
