King County’s Wastewater Treatment Division is seeking a Capital Project Manager IV to lead large, multi-discipline wastewater infrastructure projects. You will coordinate King County staff and consultants, collaborating with Seattle Public Utilities, permitting, regulatory agencies and tribal partners.

The role requires facilitating dialogue among diverse contributors, navigating technical and political challenges, and ensuring projects meet regulatory schedules in Seattle.

Qualifications

• Bachelor’s degree in project/program management, engineering, environmental studies, construction management, business administration or closely related field or combination of education and experience.

WTD is seeking an enthusiastic and collaborative Capital Project Manager IV to lead the University/ Montlake and other large and complex civil infrastructure projects. About the Role

This position requires leadership of a multi-discipline team including King County staff and consultants and collaboration with many different work units within WTD, and external partners, including Seattle Public Utilities, permitting and regulatory agencies and tribal partners. To be successful, you must be able to facilitate open dialogue with a wide variety of contributors, sometimes balancing conflicts, interests, and opinions. You will be navigating the complex technical and political challenges of building a large complex project in the City of Seattle with a regulatory driven schedule. The projects are likely to have technical elements related to tunnels, conveyance, storage tanks, pump stations, green stormwater infrastructure and stormwater treatment.

You will be expected to apply Project Management industry standards and practices in the areas of project planning, coordination, scope, budget, schedule management, monitoring and control, and reporting, as you lead diverse project teams composed of internal and consultant subject matter experts from various disciplines such as engineering, community relations, property acquisition, permitting, environmental impact, and operations and maintenance staff through the planning, design and construction of capital projects.

The CSO project teams deliver CSO infrastructure projects along the entire project life cycle: planning, alternatives evaluation, approval of the project plan, design, construction, commissioning and close-out. The teams are made up of members of many different departments and disciplines, such as engineering, permitting, project (financial / schedule) control, environmental impact, community relations and real property.

Job Duties

What You Will Be Doing:

• Provide overall team leadership of complex, high-risk wastewater capital new infrastructure projects from concept through final implementation that require preparation of plans, specifications, estimates and scopes of work for public bidding, request for proposal process and/or internal use.
• Lead and direct large, high-priority, high-risk capital projects, which require considerable resources and high levels of functional integration.
• Develop, implement and manage capital project scope of work, schedule, budget and contract requirements; execute plans for the design, procurement and construction phase of assigned projects.
• Write scopes of work for requests for proposals and contracts, negotiate contracts, coordination with the procurement department.
• Support/lead negotiations with partners in the delivery effort.
• Represent WTD on internal and external communication and coordination efforts.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

• A bachelor’s degree in project/program management, engineering, environmental studies, construction management, business administration or closely related field OR a combination of education and experience.
• One to four years of work history of progressively responsible experience as a capital project manager responsible for design and construction and project delivery of large infrastructure projects.
• Project Management Institute certifications or demonstration of equivalent experience, and strong understanding of project management processes and knowledge areas as described by the Project Management Institute (PMI) Management Body of Knowledge and as demonstrated by past project examples.
• A strong understanding of engineering and construction management techniques and principles, contract administration principles, project scheduling and budget forecasting, demonstrated by past project examples.
• Experience building and leading high performing project teams that collaboratively work through project decisions.
• Skill in multi-mode communications to different audiences, ability to build partnerships, skill in conflict resolution, strategic and tactile problem solving, team building and leading project teams. Demonstrated experience presenting to Governance Boards. Advanced skills working with the public including diverse communities to maintain effective relationships. Skill and knowledge in handling politically sensitive issues, intergovernmental relations, and legislative process.
• Skill in managing a number of projects or programs concurrently.

• Experience working with alternative public works contracting and delivery methods including design bid build, General Contractor Construction Manager (GCCM), and Progressive Design Build (PDB).
• Expert knowledge of contract administration and management of public works contract techniques and principles.
• Advanced conflict resolution and negotiation skills to facilitate the effective exchange of information, problem solving, and the ability to use collaborative processes to successfully execute projects. Ability to remain calm and focused while under periods of stress or conflict.
• Strong ability to continually assess and prioritize/reprioritize project tasks.

Supplemental Information

Work Location: The unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Collaboration space at King Street Center, 201 S. Jackson, Seattle, Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department’s hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

Physical Requirements:

• Ability to attend site visits to construction sites and spend several hours standing/walking in non-ADA compliant settings with uneven terrain.
