Job summary

King County International Airport - Boeing Field (KCIA) seeks a Capital & Contracting Project Controls Officer (Project/Program Manager III) to lead contracting and project controls, reporting to the Finance Manager. This role requires independent work and collaboration across Airport teams and external partners.

You will implement QA for contracting, ensure compliance with federal and local procurement policies, and communicate complex information to diverse stakeholders.

Qualifications

• Demonstrated ability to lead complex projects and teams in a public agency context.
• Strong knowledge of project controls, budgeting, and scheduling disciplines.
• Experience ensuring compliance with contracting policies and procurement rules.
• Ability to train staff and foster contract compliance across departments.
• Effective communicator with the ability to present to diverse audiences.
• Experience with FAA or government audits is a plus.

Responsibilities

• Administer Airport project controls using contracting guidelines for capital planning and administration.
• Collaborate to plan, budget, schedule, and document project activities to audit standards.
• Identify issues with scope, terms, deliverables, and costs before contracts or changes are signed.
• Oversee contract compliance and provide training across Airport sections on procurement.
• Develop and revise standard work and templates to improve compliance and efficiency.
• Represent the Airport for contract compliance and audits, including FAA.
