Job summary

Bismarck State College is seeking a dedicated Campus Police Chief to oversee the operations of the BSC Campus Police Department in Bismarck, ND. This key leadership role requires strategic oversight of security, emergency management, and community relations to maintain a safe campus environment.

The successful candidate will have a bachelor’s degree in criminal justice or related field, at least five years in law enforcement leadership, and a valid ND Peace Officer license.

Qualifications

  • Bachelor’s degree in criminal justice or related field with five years of related experience.
  • Must possess a valid North Dakota Peace Officer license.
  • Supervisory and administrative management experience.
  • Must reside within 20 minutes of emergency incidents withinthe notification.
  • Good computer software skills (Word, Excel, calendar, email).
  • Excellent interpersonal and communication skills in working with students, employees, and the public.
  • Must possess a valid driver’s license.

Responsibilities

  • Oversee campus security, fire safety, and emergency management.
  • Collaborate with local law enforcement to address campus-related incidents and develop MOUs.
  • Chair the Crisis Management Team, implement the Emergency Operations Plan and Continuity of Operation Plan, and provide training for emergency systems.
  • Select, train, and evaluate department personnel; coordinate staff training and professional development.
  • Plan, direct, and review departmental work; resolve challenges and ensure completion of logs.
  • Foster community policing and public relations with federal, state, and local agencies.
  • Monitor changes in laws and technology affecting operations and implement necessary changes.
  • Evaluate and ensure the proper functioning of security devices and equipment.
  • Perform patrol and law enforcement duties, respond to security assistance calls, and provide information on security issues.
  • Supervise investigations and ensure appropriate documentation.
  • Manage the BSC Parking Program.
  • Act as Incident Commander during emergencies.
  • Ensure compliance with the Jeanne Clery Act, maintain crime logs, file reports, and publish the annual Campus Security Report.

Position Description & Details
Bismarck State College is seeking a dedicated and experienced Campus Police Chief to oversee the operations of the BSC Campus Police Department. This role is essential in ensuring the safety and security of our campus community. The ideal candidate will demonstrate leadership, professionalism and confidentiality, and commitment to maintaining a secure and supportive educational environment.

KEY RESPONSIBILITIES
Operational Oversight
  • Oversee campus security, fire safety, and emergency management.

Safety, Compliance, and Administrative Oversight
  • Co-manage the workforce safety and risk management program, maintain records, and prepare reports.
  • Administer the departmental budget.
  • Develop and lead training opportunities for emergency preparedness and campus safety.
  • Coordinate activities and training with college departments, outside agencies, and organizations.
  • Ensure compliance with the Jeanne Clery Act, maintain crime logs, file reports, and publish the annual Campus Security Report.
  • Maintain the campus Emergency Operation Plan and oversee the department website.
  • Serve on college committees.
PURPOSE AND NATURE OF WORK RELATIONSHIPS

Will encounter members of the campus and community to investigate complaints, make arrests, write citations, and assist in a variety of ways such as escorts, motorist assistance, building/room unlocks, and will interact with a variety of people in a variety of emotional states, including those in crisis, the irate, and the victimized.

SUPERVISORY RESPONSIBILITIES

Supervises three benefited positions.

HAZARDOUS WORKING CONDITIONS

Work may include exposure to hazards, which could result in physical injury.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree in criminal justice or related field and five years of related experience.
  • Must possess a valid North Dakota Peace Officer license.
  • Supervisory and administrative management experience.
  • Must reside within a location that enables response to emergency incidents withing 20 minutes of notification.
  • Good computer software skills (i.e., Microsoft Word, Excel, electronic calendar, e-mail, etc.) and good keyboarding skills.
  • Excellent interpersonal and communication skills in working with students, employees, and the public.
  • Ability to maintain confidentiality and conduct duties professionally.
  • Must possess a valid driver’s license.
  • Successful completion of the pre-interview and interview process, reference checks, required to pass a physical and psychological exam, drug screen, and standard background and criminal record checks to determine knowledge, skill, and abilities to perform Campus Police Officer duties and responsibilities.
Physical skills, and abilities required for this position
  • Ability to operate a cell phone, two-way radio, personal computer, telephone, fax machine, and copier. In addition, must be able to operate standard police vehicles, and safety equipment used to include firearms, chemical agents, handcuffs, flashlights, and duty belts.
  • May be involved in physical confrontations requiring the use of force from passive restraint up to and including deadly force. Other physical demands require good aerobic conditioning, and in some cases, heavy lifting.
  • Incumbents may be required to work rotating shifts to include weekends and nights.
  • Must be able to perform law enforcement duties and emergency-related duties in various environments (indoor, outdoor, inclement weather, and other adverse conditions).
PREFERRED QUALIFICATIONS
  • Six or more years of law enforcement experience or safety and security experience.
  • CPR and first aid certification.
  • Knowledge of safety, security, risk management, etc.

$70,355-$87,944 based on education and directly related experience; Exempt
