Job Description And Duties

Under the direction of the Chief, Office of Emergency Operations and Recovery, a Supervising Transportation Engineer, the incumbent is responsible for the implementation, direction, and coordination of the Statewide Hazmat Program, operations and related training. The incumbent may also be required to perform emergency management related duties during emergencies, events and drills, including working unusual/rotating shifts, working beyond the normal 8-hour shift, and nights/weekends as determined by Department management. Occasional In-State and Out-of-State travel may be required.

Must have a valid Class C driver license issued by the Department of Motor Vehicles. Must hold or be able to quickly obtain a Certification as a Hazardous Materials Specialist and a Certification as a Trainer of the Hazardous Materials training curriculum.

Working Conditions

Position located at 1120 N Street, Sacramento CA.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

  • Disaster emergency response and recovery, or project delivery and maintenance of State Highway transportation systems.
  • Direct and guide others outside of the office in a telework environment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

General knowledge of Maintenance organization, functions, and field maintenance activities; knowledge of budget process; experience in managing multiple, complex projects; contract management experience; good analytical skills; good writing and grammar skills.

Ability to give effective presentations in large and small group settings; training the hazardous materials, first responder operations level; personal computer competency (Microsoft word, Filemaker, Excel); and ability to supervise staff who are working on complex projects. The incumbent must be able to learn complex laws and regulations, perform research, and make decisions based on information gathered; must be able to guide staff to select the most cost effective and efficient methods for training large numbers of employees, and the best methods for maintaining records related to both training and hazardous materials spills.

The incumbent must have a thorough and practical working knowledge of and experience in contract administration, including effectively and diplomatically working with Caltrans staff and contractors to meet the Department's goals, basic accounting to maintain current balances and encumbrances for contracts, enforcing contract terms and conditions, and amending or developing new contracts.

The incumbent must have significant computer skills and an aptitude for quickly learning new software applications and adapting to the use of new and complex hardware being developed. The incumbent must display impeccable initiative, work ethics and moral standards and possess effective skills in dealing with the public, employees, managers, other agency personnel, and outside vendors, customers, and contacts. Must have the ability to enthusiastically accept new assignments, learn new skills and adapt to a changing work environment.

The incumbent must have excellent communication skills, both written and oral, to be effective in handling day to day operations as well as developing positive working relationships with District and Headquarters personnel. The incumbent must be able to analyze administrative problems and recommend a course of action, recommend procedural changes and communicate effectively. The incumbent must have strong organizational skills and be able to prioritize assignments.
