Responsibilities

• Prepare, revise, and maintain engineering plans, profiles, cross-sections, maps, exhibits, details, and record drawings using AutoCAD, Civil 3D or similar.
• Provide advanced CADD and technical design support for streets, water, sewer, storm drain, traffic, utilities, and site development.
• Assist engineers and project management staff with preliminary and final design and related drawings.
• Perform engineering calculations, quantity takeoffs, area/volume calculations, and prepare construction documents.
• Review plans for conformance with standards and identify discrepancies for corrections.
• Create maps/exhibits for council/commissions and public meetings; maintain records and as-builts.
• Coordinate data from survey, GIS, utilities, and contractors into CADD drawings; assist in utility conflict identification.

Job description

Under general supervision, performs advanced technical computer-aided design and drafting (CADD) work in support of City engineering, capital improvement, land development, and public infrastructure projects; prepares and maintains engineering plans, maps, exhibits, record drawings, and other technical documents; performs engineering calculations, research, field verification, and related technical engineering support; maintains departmental CADD standards and electronic engineering records; provides specialized CADD assistance to engineering, planning, inspection, and project management staff; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The CADD Specialist is a senior specialized technical classification responsible for advanced computer-aided design and drafting, mapping, plan preparation, engineering records, field verification, and related engineering support. The incumbent serves as a departmental technical resource for CADD production and standards and is expected to independently complete complex assignments with minimal technical direction within established engineering standards and procedures. The classification is distinguished from professional engineering classifications by its emphasis on specialized CADD expertise, technical plan production, design support, and engineering records rather than the broader professional engineering responsibilities assigned to Assistant Engineers, Associate Engineers, or registered professional engineers.

Incumbents exercise substantial independent judgment within established standards; coordinate complex technical work with engineers, planners, inspectors, consultants, contractors, utilities, developers, and other City staff; maintain accurate and current engineering records and CADD standards; and may provide technical guidance, quality-control review, and CADD assistance to other staff. The classification recognizes advanced specialized expertise and experience that may be acquired through a combination of formal education, technical training, and progressively responsible practical experience.

1. Prepares, revises, and maintains engineering plans, profiles, cross-sections, maps, exhibits, details, record drawings, and other technical documents using AutoCAD, Civil 3D, or other approved CADD software.
2. Provides advanced CADD and technical design support for streets, water, sewer, storm drain, traffic, utility, site development, and other public infrastructure and capital improvement projects.
3. Assists professional engineering and project management staff with preliminary and final design by preparing layouts, alignments, profiles, grading concepts, quantities, details, and related technical drawings.
4. Performs technical calculations, quantity takeoffs, area and volume calculations, and other routine engineering computations in support of project design, estimates, and construction documents.
5. Reviews plans, drawings, and technical documents for conformance with City engineering standards, drafting conventions, established CADD requirements, and completeness; identifies discrepancies and coordinates needed corrections.
6. Creates maps, exhibits, sketches, and presentation materials for City Council, Planning Commission, public meetings, land development reviews, right-of-way matters, emergency repairs, and other departmental needs.
7. Maintains and updates as-built and record drawings for City infrastructure and completed public and private improvements; researches historical plans, maps, easements, right-of-way documents, and other engineering records.
8. Assists with field investigations and verification of existing conditions; collects measurements, utility locations, elevations, photographs, and other field information needed to prepare or update plans and records.
9. Processes and incorporates survey, GIS, utility, consultant, and contractor data into CADD drawings and engineering records; assists in identifying utility conflicts and existing infrastructure conditions.
10. Coordinates electronic drawing files and technical information with City engineers, inspectors, planners, consultants, contractors, utilities, developers, and other agencies.
11. Develops, maintains, and applies departmental CADD standards, templates, layers, styles, blocks, sheet sets, file-naming conventions, and drawing quality-control practices.
12. Provides technical assistance and troubleshooting to staff using CADD software and related engineering applications; may assist with training staff and evaluating software, equipment, or workflow improvements.
13. Assists in preparation and review of engineering permit applications, improvement plans, encroachment permits, development plans, and related submittals for engineering requirements and required public improvements.
14. Conducts research and prepares technical information for residents, developers, contractors, utilities, consultants, and public records requests involving City engineering plans, infrastructure, and record drawings.
15. Assists with preparation of construction cost estimates, bid quantities, project documentation, and other technical materials supporting capital improvement and maintenance projects.
16. Participates in project meetings, field reviews, and coordination activities; provides technical information and CADD support needed to resolve design or construction issues.
17. Maintains organized electronic project files, drawing archives, and engineering records in accordance with City standards and records-retention requirements.
18. Represents and supports policies, procedures, standards, and priorities established by the City Council, City Manager, Department Director, City Engineer, and other authorized management staff.

Education and/or Experience

Any combination of education, technical training, and progressively responsible experience that provides the required knowledge, skills, and abilities is qualifying. Specialized practical experience in civil engineering CADD and public infrastructure design may substitute for formal education when it demonstrates equivalent or greater competency. A typical way to obtain the required qualifications would be: Equivalent to an Associate degree or completion of specialized coursework in computer-aided design and drafting, civil engineering technology, engineering, surveying, geographic information systems, or a closely related field, and four (4) years of increasingly responsible experience performing CADD, civil engineering drafting, design support, mapping, or related technical engineering work. Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. Experience with municipal engineering, public works infrastructure, land development, AutoCAD, and Civil 3D is highly desirable. Demonstrated experience independently preparing complex civil engineering drawings, improvement plans, exhibits, record drawings, or design-support documents is also highly desirable.

Knowledge of

Ability to

Prepare accurate and complete engineering drawings, plans, maps, exhibits, and technical documents using CADD software; interpret and apply engineering plans, specifications, standards, maps, legal descriptions, survey information, and technical data; perform routine engineering calculations and quantity estimates; identify inconsistencies, conflicts, and missing information in plans and technical documents; organize and maintain engineering drawings and electronic records; research and retrieve technical information efficiently; perform field verification and collect accurate measurements and observations; establish and maintain CADD standards and consistent drawing practices; communicate clearly and professionally with engineers, planners, inspectors, consultants, contractors, developers, utilities, other City staff, and the public; manage multiple assignments and priorities; meet deadlines; exercise sound independent judgment within established policies and technical standards; work independently with limited supervision; and learn and adapt to new technology, software, standards, and departmental procedures.
