This position is contingent upon successful contract proposal submission and award.

Prevailance is seeking an experienced and mission-focused professional to provide Command, Control, Communications, Computers, and Intelligence (C4I) Suite System and Technology Requirements Support for the Commander Navy Installations Command (CNIC). In this role, you will provide critical support for the daily management, operations, and enhancement of the CNIC C4I Suite of systems, including the C4I Suite portal and the Wide Area Alert Notification (WAAN) systems. This role ensures operational effectiveness, system optimization, and end-user support through a variety of technical, administrative, and quality assurance tasks.Travel along the east coast of the U.S. in the event of a Continuity of Operations (COOP) event may be required.

The Support Specialist provides essential support to sustain twelve-hour-per-day, seven-day-per-week (12/7) watch stander operations for the Emergency Management Department during daily activities, training, and real-world response efforts. In addition to watch standing duties, the contractor will assist the Deputy Program Director and department staff by preparing briefs, executive summaries, and point papers for a variety of stakeholders, coordinating official tasking through approved IT systems, and providing general administrative support to the Emergency Management program.

Responsibilities include, but not limited to:

  • Assist in requirements management and planning for CNIC C4I Suite enhancements and document development needs for future software versions
  • Participate in developmental design reviews to ensure functional requirements are met in alignment with documented expectations
  • Conduct Quality Assurance (QA) testing for updates and new C4I Suite versions within the CNIC QA environment
  • Manage SharePoint content and operational administration, including user account management, site customization, archiving, and dashboard creation
  • Provide technical support to Navy Commands and Regions for SharePoint customization, using out-of-the-box tools and SharePoint Designer as necessary
  • Deliver Webex and onsite briefings and training sessions on C4I Suite capabilities
  • Review and interpret directives, instructions, regulations, and delegations of authority, assessing impact on operations and programs
  • Oversee operational use of C4I Suite tools including Status Reporting, Incident Reporting, Request For Support, Chat, and One Clear Picture
  • Draft CNIC position papers, correspondence, and official messaging for senior leadership regarding systems matters
  • Support the development and maintenance of policies, standards, and guidance such as Requirements Documentation, CONOPS, Operating Guidelines, and NTTPs
  • Maintain and update the C4I Suite Employment Guidelines to reflect the latest software capabilities in accordance with CNIC N37 guidance
  • Participate in the bi-weekly CNIC Support Center REMEDY Help Desk Ticket reviews to align on open issues and resolutions
  • Monitor and assist with the management of WAAN Operator accounts, including monthly reporting on operator status and user registrations
  • Provide updates for the N37 Weekly Activity Report (WAR) as needed
  • Collaborate with Department of Defense, Department of Homeland Security, and Department of the Navy counterparts to enhance system interoperability and effectiveness
  • Attend CNIC Systems Engineering Integrated Process Team Alignment meetings to synchronize N37 system requirements
  • Assist with governance boards, configuration control management, policy development, operational requirement coordination, and systems deployment activities alongside CNIC/SPAWAR teams

Requirements

Experience:

  • Minimum 10 years of emergency management or operations center experience
  • Direct knowledge of or experience with the Navy installation EM program
  • Strong experience with C4I Suite systems, SharePoint administration, and information management
  • Background in requirements management, quality assurance testing, and system operations
  • Ability to develop and deliver training materials and briefings for diverse audiences
  • Excellent communication, documentation, and analytical skills

Preferred Qualifications:

  • Prior experience supporting Navy Echelon I-IV commands
  • Familiarity with Navy operational systems, policies, and procedures

Education:

  • BS or MS in Emergency Management is desired; however, a degree may be substituted with adequate EM experience which is considered at least 8 years of military service with EM experience

Security Clearance:

  • Possess current SECRET Security Clearance
