The City of Dayton seeks an experienced administrator to enhance contracting and business opportunities for minority, women, and small business enterprises. The position oversees vendor compliance, reviews bids and contracts, and directs the Human Relations Council staff, ensuring adherence to laws and program requirements.
A strong background in civil rights, contract compliance, and equal opportunity programs is required along with relevant degrees and a valid driver’s license.
The incumbent is responsible for implementing, administering, and monitoring programs designed to enhance contracting and business opportunities for minority, women, and small business enterprises. The Business & Tech Assistance Administrator monitors City vendors and contractors and reviews bids, contracts, and compliance documentation to ensure adherence to applicable federal, state, and local laws, regulations, policies, and program requirements. Provides supervision and direction to Human Relations Council staff, including hiring, training, work planning, assigning and directing daily activities, and evaluating employee performance. Maintains comprehensive knowledge of administrative policies, procedures, and applicable laws and regulations. The incumbent will investigate and address complaints, conduct conferences and meetings, evaluate reports and compliance documentation, and resolve issues related to contractor and vendor participation and compliance. Along with ensuring contractors and vendors implement and maintain non-discriminatory practices and comply with established equal opportunity and contracting requirements.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.
Must obtain a Certified Compliance Administrator Certification within 3 years of hiring and Master Compliance Certification within 5 years of hiring. Experience with local, state and federal inclusion programs, disparity studies and small business development is highly desired.
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.
Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.
