Lume Consulting Group is seeking a Business Solutions Analyst to support oversight and coordination of Stage 3 and Stage 4 activities within the California Project Approval Lifecycle (PAL).

This role will operate during Stage 3 (Solution Development) and Stage 4 (Project Readiness and Approval) of California’s PAL. In Stage 3, the focus is on defining detailed solution requirements, developing procurement strategies (e.g., RFPs), and ensuring alignment with business and technical needs. Stage 4 centers on finalizing contracts, establishing implementation baselines (cost, schedule, resources), and ensuring the project is fully prepared for execution.

Responsible for gathering and analyzing business and technical requirements to support a large-scale modernization initiative. This role involves facilitating stakeholder engagement sessions such as Business Process Reengineering (BPR) and Joint Application Development (JAD), developing user stories, aligning business needs with solution capabilities, and producing detailed documentation to support procurement and implementation planning efforts.

Qualifications

• 5 years of experience as a business systems analyst on IT projects worth at least $2M. 7 years preferred.
• 3 years’ experience in project management.
• 3 years’ experience in triaging and troubleshooting applications – 5 years preferred.
• 2 years within the last 5 years’ experience as a Business Analyst – 4 years within the last 8 years preferred.
• 3 years’ experience in requirement elicitation and utilizing requirements management tools (e.g., JIRA) – 5 years preferred.
• 3 years’ experience in analyzing legislative mandates and regulations to identify their impact on system requirements – 5 years preferred.
• 2 years of experience in working with the California Department of Technology (CDT) PAL process, specifically Stages 3 and 4.
