Overview

We have a 1-Year, 100% remote, Business Solutions Analyst contract that may be extended by our client for up to another 3 years, in Sacramento, California. The anticipated start is November 18, 2025.

The Business Solutions Analyst specializes in business analysis services on existing and emerging technologies, business process reengineering, training, and mentoring on business analysis, and agile methodology adoption. The Analyst may function as Lead Business Analyst, Scrum Master, Product Owner, or Agile Coach. The analyst identifies, analyzes, documents requirements and recommendations for improvements to business processes and supporting systems; driven by business needs, stakeholder problems, legislation, court order, policy decisions, or any factor that may drive the business to look for opportunities to improve processes.

The role collaborates with Bureau of Criminal Information and Analysis leadership and staff, provides deliverables, and reports progress. It aligns analysis information with business process documentation and collaborates with system/technical analysts and developers to align business processes with technical systems. The analyst assists with establishing, implementing, and conducting business analysis activities to achieve business objectives and may support the project approval lifecycle and software development lifecycle phases.

This may include performing business analysis activities related to developing business cases, strategic plans, project concepts and initiatives; identifying business goals, objectives and requirements; identifying stakeholders, processes, procedures, systems, reports and documentation; requirements analysis, design and verification; gap analysis and process re-engineering; training and mentoring state staff; and acting as a Lead Business Analyst, Scrum Master, Product Owner and/or Agile Coach.

The analyst must follow the business analysis standards and methodology used within the client’s system for project tasks, artifacts, and activities. Initially, the analyst will assist with activities necessary to implement and Assembly Bill that requires processing changes to handle new requirements, including specified processing times and new authorizing sealing statutes.

Responsibilities

  • Collaborate with leadership and staff to align business processes with technical systems.
  • Contribute to development of business cases, strategic plans, product and sprint backlogs, and test artifacts.
  • Assist with pre-planning, planning, analysis design, development, implementation, go-live, stabilization, monitoring, and project close-out.
  • Provide training and mentoring on business analysis and agile methodologies.
  • Lead or support roles as Lead Business Analyst, Scrum Master, Product Owner, or Agile Coach as needed.
Qualifications
Minimum Qualifications
  • A bachelor’s degree. If no degree, 9 years of relevant experience may substitute for the degree.
  • 5 years of experience applying analytical processes on IT projects; 3 years in business systems analysis and design.
  • 3 years as a lead business analyst collaborating with cross-functional teams.
  • 3 years writing technical documents (business requirements, mid-level and detailed solution requirements, user stories, UI, use cases, mock-ups, diagrams).
  • 3 years of experience in processes and solutions using SFTP, Web Services, NIEM, IEPD, LEXS, Java/J2EE, Oracle databases.
  • 3 years as an Agile Coach, Product Owner, or Scrum Master.
Desired Qualifications
  • A master’s degree or doctorate.
  • 6 years of analytical experience on IT projects; at least 3 in business systems analysis and design.
  • 4 years leading business analysis work in criminal history or similar domains.
  • 4 years writing technical documentation for software development.
  • 4 years of experience with SFTP, Web Services, NIEM, IEPD, LEXS, Java/J2EE, Oracle databases.
  • 4 years serving as an Agile Coach, Product Owner, or Scrum Master.
  • 2 years performing Agile-based business analysis (iterative development, collaboration, Scrum).
Minimum Application Requirements
  • Must meet or exceed the Minimum Qualifications.
  • Must be a current resident of the United States.
  • Must have current work authorization for the United States.
