Job Description

The Business Services Specialist will provide operational support to the External Relations Division, focusing on procurement, travel coordination, contract processing, and budget management. The Specialist is essential for maintaining efficiency and compliance, directly supporting the division's strategic goals. They will serve as the subject-matter expert in managing procurement activities, coordinating travel arrangements, processing contracts, and monitoring budgets. Additionally, the Specialist will handle internal technology tools, deliver exceptional customer service, manage ad-hoc projects, and identify opportunities for process improvements. Ensuring the integrity of financial data and contributing to internal communications and training initiatives are also key responsibilities.

Salary Range: $41,869.45 - $46,056.40

The final salary offer will be based on the candidate's qualifications and experience.

Essential Functions:
  1. Demonstrate TSTC Core values of Excellence, Accountability, Service, and Integrity with stakeholders, customers, students, and the community.
  2. Manage procurement, travel, contracts, and budget within the External Relations Division, ensuring compliance and effective communication with internal departments.
  3. Maintain and support internal procurement and budget management tools, ensuring system accessibility and security.
  4. Assist team members with inquiries related to procurement, travel, and budgeting, providing guidance and prompt responses.
  5. Identify and implement process improvements to enhance workflow efficiency and reduce costs.
  6. Analyze financial data to support decision-making and strategic planning.
  7. Conduct regular audits of procurement, travel, and budgeting activities to ensure compliance and data accuracy.
  8. Ensure adherence to organizational policies, draft internal communications, and provide training on compliance and procedures.
  9. Support ad-hoc projects related to procurement, travel, contracts, and budgets, collaborating across teams.
  10. Provide training to team members on procurement processes, travel coordination, contract management, and budget tracking.
Education/Experience:
  • Associate's degree required; Bachelor's preferred.
  • At least 2 years of customer service experience; 3 years preferred.
  • 2 years of experience in contract management, procurement, or related fields.
  • 1 year of experience in budget management and financial analysis; 2 years preferred.
Critical Competencies/KSAs:
  • Customer service and teamwork skills, proactive engagement, effective collaboration.
  • Proficiency in TSTC platforms, Microsoft Office, and familiarity with procurement and budgeting tools.
  • Ability to work independently and collaboratively, managing multiple priorities.
  • Discretion and confidentiality handling sensitive information.
  • Proficiency in technology-based systems; experience with Workday, Salesforce, Colleague, SSB, SSF, & SDF Grants preferred.
  • Exceptional communication skills across written, verbal, and presentation formats.
  • Strong analytical skills for data interpretation and reporting.
  • Excellent organizational skills with attention to detail.
  • Adaptability to changing priorities and fast-paced environments.
  • Ownership and accountability for tasks and deadlines.
