Business Operations & Systems Analyst (Management Analyst 5)

Monday - Friday | 8AM - 5PM | HYBRID

The Buildings & Grounds Division (B&G) is responsible for the Capitol Campus and Department of Enterprise Services (DES) managed building operations, stewardship, and historic preservation. B&G provides service to over 42 agencies, maintains, operates and preserves the 486-acre state Capitol Campus in Olympia, including more than 31 buildings, 18 public monuments, over 6,000 parking stalls, four state parks, a 260-acre lake, and off-campus facilities in five counties which include Thurston, King, Cowlitz, Yakima, and Clark counties. B&G executes these responsibilities through the following service programs: Facilities Operations, Grounds Operations, Leadership and Admin, Maintenance & Repairs, Support Services (Custodial).

About the Opportunity

As our Business Operations & Systems Analyst, you will serve as a key, trusted advisor to B&G leadership, taking the lead on an exciting initiative to navigate, launch, and roll out a new system across four divisions. A major part of your success will rely on your enthusiasm for people and learning, as you should be completely comfortable training, coaching, and guiding staff through system changes and adoption. Alongside bringing employees up to speed, you will dive into data to crack complex operational puzzles, benchmark against industry standards, bridge the gap between IT experts and business teams, supervise a Management Analyst 4, and step up to represent the Facility Operations Program Manager. This is the ultimate role for a collaborative problem-solver ready to make a lasting impact!

Duties
  • Develop, test, and implement Mainsaver software and business application enhancements to ensure data integrity and financial health across four key divisions (Buildings and Grounds, Facilities Professional Services, Contracts and Procurement, and Finance and Budget).
  • Consult directly with team members to assess software requirements, manage data conversion, and oversee user acceptance testing for B&G and Asset Management.
  • Prepare comprehensive project summaries while coordinating the development and tracking of key performance measures.
  • Collaborate with internal teams, external business units, customers, and vendors to streamline communication and system implementation.
  • Facilitate application data activities, including data conversion, bridging, and cleansing while interfacing with vendors like Mainsaver on system upgrades.
  • Provide clear direction, coaching, and supervisory support to direct reports.
  • Maintain data integrity and manage daily operations for the Mainsaver application by providing direct technical expertise and troubleshooting issues prior to IT escalation.
  • Other duties as needed.
Qualifications

Required Qualifications:
To qualify for this position, a candidate must possess one (1) of the following required qualification options.

OPTION 1

  • Eight (8) years of combined related education and/or experience. NOTE: Qualifying education will be in business administration, public administration, law, public health, health administration, or a related field. Qualifying experience must be demonstrated in two (2) or more of the following areas:
    • Conducting research, analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects; managing business operations
    • Business policy development
    • Supervising
  • One (1) year of supervisory experience.

OPTION 2

  • Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field.
  • Five (5) years of experience demonstrated in two (2) or more of the following areas:
    • Conducting research, analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects; managing business operations
    • Business policy development
    • Supervising
  • One (1) year of supervisory experience.

Preferred Qualifications

  • Experience in facility management
  • Experience organizing complex projects and business processes and dealing with multiple high-priority tasks under deadlines
  • Experience working collaboratively with multiple stakeholders with diverse opinions to achieve positive outcomes
  • Experience establishing and managing quality assurance programs for projects and/or business activities
  • Advanced competency in operating the most current versions of MS Office, PowerPoint, Excel, Power BI, and Outlook
  • Knowledge of data management or the administrative process by which the required data is acquired, validated, stored, protected, and processed; and by which its accessibility, reliability, and timeliness are ensured to satisfy the needs of the data users. This requires proficiency with Computerized Maintenance Management Systems (CMMS).
