Job summary

The University of Maryland Baltimore (UMB) is currentlyseeking a Business Operations Manager (HR & Payroll) forthe School of Dentistry . The School of Dentistry has acentralized HR and Payroll office responsible for a full range ofhuman resource services and payroll processing functions. Thisposition will be charged with managing payroll operations and willalso help to manage and support HR-related matters.

The School has nearly 400 active employees, including 140 full-timefaculty members.

This is a Hybrid position, eligible for two (2) telework daysper week. This role is designated as an essentialemployee.

Primary Duties:
  • Supervise, lead, train, and mentor Business OperationsSpecialists. Responsible for hiring and retaining staff, careercoaching, professional development, and performance reviews. Builda strong and cohesive work team that works collaboratively toachieve unit's goals. Create and establish payroll processing goalsand objectives.
  • Manage the overall day-to-day operations of the UMSOD payroll,including payroll processing, payroll reconciliation, commitmentaccounting, payroll adjustments, overpayments, leave adjustments,and timesheets. Monitor and resolve payroll discrepancies,investigating and resolving issues promptly and accurately. Overseevisa processing. Generate various payroll and system reports.Review and approve payroll reconciliation. Partner with the CampusFinancial Services Payroll office to ensure proper reconciliationand payroll compliance.
  • Implements improvements to processes, procedures, and workflowto create payroll efficiencies.
  • Manage and distribute various school-wide payrollcommunications to employees.
  • Manage year-end payroll processing and end-of-fiscal-yearchanges for faculty.
  • Responsible for processing, tracking, monitoring, and auditingSOD Monthly paper timesheets for fellows. Establishes appropriatechecks and balances to ensure payroll and timesheet compliance andaccuracy.
  • Addresses employee concerns related to payroll, providingexcellent customer service and support.
  • Oversee SOD leave management, including reviewing, processing,tracking, and analyzing various human resource transactions such asFML, parental leave, advance sick leave, accident leave, collegialleave, etc. Review and approve leave accrual reports. Provideguidance to UMSOD employees regarding family and medical leave,ADA, paid family medical leave, etc.
  • Interpret SOD and UMB policies, such as FMLA, advance sickleave, etc., to determine the appropriate course of action relatedto HR transactions and payroll processing.
  • Manage and resolve UMSOD employee and labor relations mattersbased on allocated departments, including policy interpretation;conduct internal investigations. Advise faculty and staff andprovide recommendations. Manage grievance processes. Reportfindings and recommendations to the Director of HR and Payroll.Partner with Campus HR Employee and Labor Relations.
  • Serves as an advisor on various human resources and payrolloperations.
  • May assist leadership with setting strategic HR and payrollgoals and objectives.
  • Co-facilitate new employee onboarding and serve as back-up foroffboarding employees.
  • Ensures HR transactions and data are accurate, identifiesinaccuracies and errors, and takes appropriate action to rectifythem. Approve various HR transactions in the system.
  • Apply and communicate HR policies and practices and provideproblem resolution support and elevate to UMSOD leadership andCampus HR as needed.
  • Manage various HR and Payroll transaction logs and conductregular payroll audits to ensure processing is complete andaccurate.
  • Manage faculty and staff job postings on the UMSODwebsite.
  • Serve as back-up to the Director of Human Resources andPayroll; serve as back-up on faculty and staff recruitments.
  • May serve on various UMSOD and campus-wide committees andinitiatives.
  • Maintain confidentiality of all HR, payroll, and employeedata.
  • Perform other duties as assigned.
Qualifications :
Education:

Bachelor's degree in business administration,public administration, finance, marketing, accounting, humanresources, or other related field.

Experience:

Five (5) years of business-related experiencerequired for the position, with at least two (2) years' experiencein human resources and payroll, finance, facility operations, orresearch administration.

Supervisory Experience:

Two (2) years of direct managementresponsibilities that involves personnel recruitment, training, andprofessional development related to the position.

Preferred:
  • Three (3) years of prior hands-on supervisory experience.
  • HR and Employee and Labor Relations experience.
  • Payroll experience with strong understanding of payrollprocessing and complex payroll calculations.
  • Experience in higher education.
  • Exceptional communication and interpersonal skills, with theability to interact effectively with employees at all levels of theorganization, including students.

Related experience may be substituted for minimumeducation.

Hiring Range:

Hiring Range: $94,000 - $105,000, Commensurate with educationand experience
