Amentum is actively seeking an experienced Business Operations Manager to lead finance, accounting, and procurement for our Secure Design, Engineering, and Construction Business Group, supporting U.S. government programs CONUS and OCONUS.

The role requires depth in federal contracting, financial management, and leadership, with responsibilities spanning budgeting, revenue recognition, and program controls while delivering high-quality contractual performance.

Qualifications

• Bachelor’s degree in a related field is required.
• 5+ years’ experience in U.S. government defense contracting with design/construction.
• Strong knowledge of compliance, contract management, and financial oversight.
• Proven ability to communicate program/financial status to government customers.
• Expertise in budgets, project estimates, resource allocations, and revenue recognition.

Responsibilities

• Lead Finance, Accounting, and Procurement teams and ensure alignment with goals.
• Oversee budgeting, forecasting, reporting, cash flow, and DSO.
• Manage AR/AP, pricing, and project controls for complex projects.
• Ensure program revenue recognition and EAC development per policy.

Amentum is seeking an experiencedBusiness Operations Managerto lead and oversee critical business functions supporting ourSecure Design, Engineering, and Construction Business Group, which provides vital services to U.S. Government programs both within the Continental United States (CONUS) and outside (OCONUS). This position will lead all support elements of the business group to include finance, accounting, procurement systems, and operational controls while ensuring all deliverables meet contractual and operational standards. This role requires a dynamic professional deeply versed in federal contracting, financial management, and leadership.

Duties and Responsibilities

• Leadership and Team Management
  • Provide direct management and leadership to the Finance, Accounting, and Procurement team, ensuring operational alignment with organizational goals.
  • Foster team development through mentorship, clear work allocation, training, and development opportunities while establishing performance metrics to drive results.
• Financial Oversight
  • Lead finance and procurement processes covering program control areas including budgeting, forecasting, reporting, sales, indirect rate management, cash flow, and Days Sales Outstanding (DSO).
  • Oversee project accounting, Accounts Receivable/Accounts Payable (AR/AP), pricing, and project controls for complex projects.
  • Manage and ensure Program Revenue Recognition and development of Project Estimates at Completion (EAC) in compliance with company policy.
• Operational Excellence
  • Develop and oversee program support processes, ensuring contract compliance, system functionality, and seamless integration of procurement and finance systems.
  • Implement tools and systems to deliver critical operational and financial insights to team members, leadership, and government clients.
  • Take ownership of cash flow forecasting and program pricing strategies while supporting program managers in budgeting and long-term planning.
  • Establish and promote problem-solving frameworks within the team to overcome program and operational challenges effectively.
• Client and Customer Engagement
  • Working with the group Sr. Program Manager, Program Managers, and Project Managers, partner directly with government clients to provide timely responses and maintain strong communication regarding forecasting, invoicing, program requirements, and deliverables.
  • Represent the company to customers, ensuring high service quality through proactive needs assessments and responsiveness.
• Compliance and Quality Assurance
  • Ensure compliance with site‑specific environmental, health, and safety guidelines and practices to protect personnel and project sites.
  • Monitor contracts and related systems to maintain high operational and financial standards.
• Performance Monitoring
  • Regularly analyze and enhance program metrics, including contractual, financial, accounting, and procurement processes, to improve operational efficiency, ensure quality, and maximize cost‑effectiveness.
  • Oversee regular review and reporting on the status of projects, providing periodic updates on financial performance, risk mitigation, and operational progress.
• Additional Duties
  • Ensure responsiveness to the needs of the program, customer, and corporate leadership.
  • Perform additional duties as directed, aligning with organizational priorities and operational goals.

Minimum Qualifications:

• Education: Bachelor’s degree in a related field.
• Experience
  • 5+ years' experiencein U.S. government defense contracting specializing in design construction, with a demonstrated understanding of compliance, contract management, and financial/budget oversight.
  • Proven experience representing a company directly with government customers, including the ability to communicate program/financial status clearly and effectively.
  • Strong expertise in budgets, project estimates, resource allocations, and revenue recognition.
• Skills
  • Ability to define problems thoroughly, collect data, analyze information, identify trends, and propose effective solutions.
  • Robust understanding of strategic planning, resource allocation, service delivery, and team coordination.
  • Strong foundation in customer service best practices, quality standards, and working directly with clients to exceed expectations.
  • Exceptional organizational, time management, analytical, and communication skills.
  • Proficiency in project management and financial tools, includingMicrosoft Word, Excel, Access, Project, and PowerPoint.
• Clearance Requirement: Active TS or higher

Preferred Qualifications:

• Master's degree in Finance, Accounting, or related field.
• 10+ years' experiencein U.S. Government contracting specializing in construction.
• High proficiency in advanced Excel functionalities and data analysis.
• Experience developing problem‑solving mechanisms tailored to government programs and high‑security environments.
• Experience with Primavera P6 for scheduling and schedule of values invoicing.
