Job summary

Responsibilities

  • Systematically manages the financial transactions of the Corporation.
  • Receives budget requests and develops an accurate budget that supports the five year strategic plan to be presented to the Superintendent and the Board.
  • Plans, organizes and supervises the purchasing functions and approves school corporation purchases.
  • Supervises the preparation of corporation payrolls for school personnel.
  • Checks all claims and invoices before they are presented to the Superintendent and Board for action.
  • Prepares a monthly financial statement for the Superintendent and the Board.
  • Reconciles monthly bank statements.
  • Conducts salary and fringe benefit studies.
  • Perform a variety of financial record keeping functions related to accounting and budget control operations.
  • Review, monitor and audit accounting and budget records of the various Corporation funds, including encumbrances, invoices, warrants, current liabilities, cost transfers, abatements, budget transfers, and related transactions.

Business Manager
Position Purpose

Under general direction, to plan, organize, manage and participate in the accounting and fiscal record management and reporting activities and functions; to supervise, review and evaluate the performance of business office personnel; to prepare the annual budget and adjust budgetary accounts to match actual revenue; to prepare Corporation cash flow projections and reports; to review, monitor and audit student body fund record management activities; to perform the more technical and specialized accounting and financial record management and reporting functions; to oversee all aspects of Human Resources for the district; and to do other related work as required.

Education
  • Bachelor's degree in Accounting, Business Administration, Public Administration, School Business Management, Education or a closely related field required.
  • Master's degree in Business Administration (MBA), Finance, Accounting, Public Administration, School Business Management, School Administration or a related discipline preferred.

Essential Functions
Business Office

  • Compile, verify and prepare account and budget transfers related to food service, transportation, special education, workers compensation, and related funds.
  • Arrange, post, and balance financial data, and prepare trial balance and financial statements.
  • Maintains journals, ledgers, and other accounting records.
  • Maintains control over all equipment, supplies and materials inventory.
  • Maintains constant supervision of budget appropriations so funds are available for the various business transactions of the corporation.
  • Supervises the corporation bookkeeping system and oversees building bookkeeping systems.
  • Maintains budgetary control and year end reporting of grants.
  • Prepare account and fund analysis.
  • Operate a computer terminal inputting financial data into computer-assisted accounting and budget control system.
  • Perform responsible and technical accounting tasks related to the preparation and management of accounting records and reports.
  • Review purchase requisitions as to ensure correctness of account codes, availability of funds, and completeness.
  • Coordinate vendor payments to ensure vendors receive payment for products and services on a timely basis.
  • Train, supervise, and evaluate the performance of Business Office personnel and assist them in determining alternative solutions concerning unusual and unforeseen problems and situations.
  • Develop or assist in the development of improved accounting and financial record management and reporting systems and procedures.
  • Arrange and receive bids and rates for investments and temporary loan warrants.
  • Prepare budget revisions in offsetting deficit accounts.
  • Advise and assist personnel regarding matters relating to accounting and financial record management and reporting systems.
  • Prepare claims for reimbursement.
Human Resources
  • Administer all employee benefit programs, including health, dental, vision, life, disability, and retirement plans.
  • Serve as the primary liaison with insurance carriers, benefit consultants, and third-party administrators.
  • Coordinate annual open enrollment and communicate benefit changes to employees.
  • Process new enrollments, qualifying life events, and benefit terminations.
  • Reconcile monthly insurance invoices and ensure accurate premium payments.
  • Monitor benefit eligibility and compliance with district policies.
  • Coordinate and administer COBRA requirements.
  • Ensure compliance with the Affordable Care Act (ACA), HIPAA, and applicable federal and state regulations.
  • Maintain accurate benefit records within the district's HRIS/payroll system.
  • Assist employees in understanding available benefit options and resolving benefit-related issues.
  • Review leave requests (such as FMLA) and determine eligibility.
  • Maintain confidential leave documentation.
  • Coordinate medical certifications and return-to-work documentation.
  • Track leave balances and ensure payroll accuracy.
  • Coordinate with supervisors regarding employee absences and return-to-work plans.
  • Ensure compliance with all federal and state leave laws.
  • Coordinate long-term disability claims with insurance providers.
  • Maintain accurate leave records and reporting.
  • Provide guidance to administrators regarding leave policies and employee rights.
Operational
  • Direct and supervise, with the building Principal, the maintenance of all district buildings, grounds, and athletic facilities.
  • Develop and implement comprehensive preventive maintenance programs.
  • Prioritize and coordinate routine, emergency, and seasonal maintenance activities.
  • Inspect facilities regularly to identify maintenance needs and safety concerns.
  • Ensure timely completion of work orders.
  • Performs other duties as assigned by the Superintendent.

Knowledge of:
  • Principles, methods, practices and procedures of school corporation accounting, budget planning and control, fiscal record management, data processing systems, technical report preparation, and internal audit processes;
  • Financial record keeping methods, procedures, and techniques;
  • Indiana school accounting legal mandates, practices, and procedures;
  • Computer-assisted accounting and fiscal record management systems, software and equipment;
  • Organization, management and employee motivation strategies and techniques.
Ability to:
  • Perform responsible and technical accounting, budget and fiscal planning functions and activities;
  • Effectively communicate accounting and budget control policies, regulations and guidelines;
  • Prepare clear and accurate financial statements and reports;
  • Perform complex and technical financial record keeping functions;
  • Organize, supervise, train and evaluate the work of business office personnel;
  • Review, audit and verify financial statements and related summaries and reports;
  • Establish and maintain cooperative working relationships.
Licenses and Certifications:
  • Valid Indiana driver's license or ability to meet the transportation requirements of the position
  • Certified Public Accountant (CPA), Certified School Business Official (SBO), Certified Administrator of School Finance (SFO), or other relevant professional credentials preferred but not required
Conditions of Employment:
  • Insurability by the Corporation's liability insurance carrier.
  • Criminal History Background Check and Department of Child Services Review.
