Northrop Grumman Corp. in Hanover, MD is seeking a Business Management Manager – Manager Level 3 to lead financial analysis, forecasting, and strategic business coordination. You will drive long-range planning, manage multi‑contract financials, and coordinate proposals and cost controls for government and international programs.

The role requires a Bachelor’s/Master’s with significant people leadership experience and the ability to obtain a U.S. Top-Secret clearance.

Qualifications

• Bachelor’s degree with 8 years of professional experience including people management experience OR Master’s degree with 6 years of professional experience including people management experience.
• Must be able to obtain and maintain a U.S. Government Top-Secret security clearance.
• 2+ years of people management experience.
• Experience with proposals, cost and schedule control or program budgeting and forecasting for U.S. Government and International programs.

Responsibilities

• Provide financial business analysis and reporting with the ability to communicate with senior management on financial program status and analyses.
• Coordinate and develop business strategy with BU FP&A and OU Product Director for accurate forecasting and long-range planning.
• Oversee key line forecasting, work authorization, EV reporting, program budgeting, EAC development, and financial reporting activities.
• Coordinate cost and schedule analyses and prepare reports to ensure contracts meet cost/schedule parameters and government cost control guidelines.
• Assist in coordinating proposals from draft RFP to award, including review of RFP, FAR clauses, subcontractor flow-downs, basis of estimates, indirect rates, pricing strategies, cash management, and presenting to Senior Management.
• Manage risks with multiple contract types from both execution and financial perspectives.

Your Role and Impact:

• Provide financial business analysis and reporting with the ability to clearly communicate with senior management as it relates to financial program status and analyses
• Coordinate and Develop business strategy with both BU FP&A and OU Product Director to enable accurate forecasting and long-range planning
• Oversee key line forecasting, work authorization, implementation of EV reporting, program budgeting, estimate at complete development, and various financial reporting activities
• Coordinate cost and schedule analyses and preparation of reports to ensure contracts are within negotiated and agreed-upon cost and schedule parameters and government cost control guidelines
• Assist in coordinating proposals from draft RFP to award, including review of RFP, FAR clauses, coordination with subcontractor flow-downs, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management
• Manage risks with multiple contract types from both an execution and financial perspective
• Other duties as assigned

Basic Qualifications:

• Bachelor’s degree with 8 years of professional experience including people management experience – OR – Master’s degree with 6 years of professional experience including people management experience. Will consider an additional 4+ years of experience in lieu of degree\Must have the ability to obtain and maintain a U.S. Government Top-Secret security clearance
• 2+ years of people management experience
• Experience with program proposals, cost and schedule control or program budgeting and forecasting for U.S. Government and International programs

Preferred Qualifications:

• MBA
• Current, active U.S. Government Top-Secret security clearance
• Earned Value and financial reporting experience on a variety of contract types
• Experience in managing EAC’s on challenging programs
• Experience working with CostPoint and IBM Planning and Analytics tools
• Familiarity with the risk management process and the development of S-Curve modeling for proposals and schedule risk assessments
• Experience with ERP Systems and MS Project

Primary Level Salary Range: $152,300.00 - $228,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
