Business Legal Operations Counsel, Attorney IV

This position is located in Oklahoma City, Oklahoma.

Assistant General Counsel Q80D - $112,000.00 Per year + full State benefits plan

Position Overview:

Oklahoma Human Services seeks a skilled transactional attorney to provide legal support on a wide range of matters, including contract negotiations, regulatory compliance, procurement, and risk management. This attorney will work closely with OHS leadership, state officials, and external stakeholders to ensure that OHS operations comply with state and federal laws, regulations, policies, and goals to effectively serve the public interest.

Minimum Qualifications:

Level IV: A Juris Doctor degree from an accredited law school, a license to practice law in the State of Oklahoma, active membership with the Oklahoma Bar Association, and seven years of legal experience including two years of litigation or agency-defined experience in the practice of law (e.g., tax) or supervisory experience.

Job Responsibilities:

  1. Draft, review, and negotiate contracts, intergovernmental agreements, data sharing agreements, and memorandums of understanding (MOUs).
  2. Provide legal guidance on state procurement laws, competitive bidding, and contractual issues with vendors.
  3. Advise on regulatory compliance, administrative law, and risk mitigation strategies.
  4. Ensure agency adherence to public records laws, open meetings requirements, and ethics regulations.
  5. Support agency leadership with policy analysis, legislative reviews, and legal risk assessments.
  6. Provide guidance on public-private partnerships.
  7. Collaborate with litigation counsel on dispute resolution and open records requests.
  8. Address data privacy, cybersecurity, and technology law compliance as applicable to agency operations, including daily collaboration with the OHS compliance director and compliance officers.
  9. Assist in crisis and emergency response legal matters, including procurement and liability issues.
