Job summary

GovSG seeks a Business Intelligence Developer / Navy ERP Functional SME to design, develop, and sustain reporting solutions and automated data delivery pipelines supporting NWCF and GF financial operations across NIWC Pacific and the Navy ERP ecosystem.

You will build BI reports and dashboards with Databricks, Qlik, and Tableau, integrate SAP/Navy ERP data, and collaborate with analysts and stakeholders to ensure data quality and audit readiness.

• Active DoD Security Clearance.

Job description

GovSG is seeking a Business Intelligence Developer / Navy ERP Functional SME provides advanced analytics, BI development, and functional expertise within Navy ERP (SAP). This role is responsible for designing, developing, and sustaining reporting solutions, business applications, and automated data delivery pipelines that support Navy Working Capital Fund (NWCF) and General Fund (GF) financial operations across NIWC Pacific and the broader Navy ERP ecosystem.

Position Responsibilities:

Business Intelligence Development

• Develop and sustain Business Intelligence reports, dashboards, business applications, and analytical tools using Databricks, Qlik, and Tableau.
• Build tabular and graphical online reports enabling customizable output, layout changes, and real-time data exploration.
• Create executive dashboards with drill‑down capabilities for command leadership and financial stakeholders.
• Use SQL, Spark, Python, and other analytic technologies to develop data models, transformations, and reporting datasets.

SAP & Navy ERP Functional Expertise

• Apply extensive functional knowledge of Navy ERP modules, including Funds Management (FM), Financial Accounting (FI), Warehouse Management (WM), Material Management (MM), Project Systems (PS), Workforce Management (WFM), and Sales & Distribution (SD).
• Map complex SAP table relationships, business rules, underlying data logic, and cross‑module dependencies to support accurate reporting and functional analysis.
• Interpret and apply Functional Design Specifications (FDS) to ensure BI tools incorporate correct Navy Working Capital Fund (NWCF) and General Fund (GF) business rules.

Application Development

• Develop and sustain business applications that process transactional financial data using SAP‑compatible technologies such as NetWeaver, ABAP, Web Dynpro, and Oracle databases.
• Integrate and process data from Jupiter, local command crosswalks, spreadsheets, local corporate databases, and other stakeholder systems.

Data Engineering & Automation

• Utilize Databricks to create tables for export/egress and build automated workflows using Databricks Workflows and Bifrost.
• Stage and deliver data from sources including Jupiter and Navy ERP to NIWC Pacific systems and stakeholder destinations.
• Implement automated distribution methods such as email attachments, AWS S3 delivery, secure file transfers, and scheduled pipelines.

Testing, Documentation & Support

• Develop functional and technical documentation related to BI tools, applications, data sets, and financial logic implementations.
• Support user acceptance testing (UAT), defect resolution, and stakeholder training for BI and reporting solutions.
• Collaborate with functional analysts, developers, and command stakeholders to ensure data quality, system performance, and alignment with financial audit requirements.

Required Qualifications:

• Experience supporting Navy ERP (ECC/S4/HANA) in functional or technical roles.
• Strong functional knowledge of the following ERP modules: CO, FM, FI and PS.
• Strong proficiency with Databricks, SQL, Spark, and Python for BI and data engineering.
• Experience with Qlik, Tableau, Databricks Notebooks, or similar visualization tools.
• Demonstrated ability to work with SAP NetWeaver, ABAP, Web Dynpro, and Oracle database technologies.
• Deep understanding of financial data flows for NWCF and GF environments.
• Ability to translate functional design specifications into working BI solutions.
• Familiarity with Advana Jupiter/War Data Platform, and cross‑system financial data integration.
• Active DoD Security Clearance.

Preferred Qualifications:

• SAP Certifications
• Experience supporting Navy financial systems
• Experience building automated data pipelines using Databricks Workflows, Bifrost, and cloud-based delivery methods.
• Knowledge of Agile, DevSecOps, or modern development methodoligies

Salary: $195,000-$205,000. Actual compensation offered to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level.
