SPN Solutions seeks a Business Intelligence and Reporting Analyst (Oracle Analytics) in Fairfax, VA, to migrate reports from OBIEE to Oracle Analytics Server/Cloud and to build data quality dashboards for inventory and operations. This full-time W-2 role offers telework options and starts October 2026.

You will develop reports, validate data, and gather requirements from users. A Bachelor’s degree and 4+ years in Oracle BI are required; US citizenship and Tier 2 public trust eligibility are

Qualifications

• 4+ years of Oracle BI development (OBIEE, OAS, OAC) including RPD and modeling.
• Experience building data quality dashboards and metrics reporting.
• Strong SQL against Oracle databases and knowledge of ERP data.
• Must be a U.S. citizen and able to obtain HHS Tier 2 public trust.

Responsibilities

• Develop and maintain reports and dashboards in OBIEE, OAS and OAC for inventory, orders and operations.
• Migrate reporting from OBIEE to Oracle Analytics and validate results against source data.
• Gather requirements, model data, tune queries and document deliverables.
• Support ad hoc analysis and provide audit/inventory reconciliation evidence.

You build the reports and dashboards the Stockpile runs on, moving them from OBIEE to Oracle Analytics Server and Oracle Analytics Cloud, and you make data quality visible to the people who have to act on it. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.

Why this job exists

SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week.

What you will do

• Develop and maintain reports, subject areas and dashboards in OBIEE, Oracle Analytics Server and Oracle Analytics Cloud for inventory, orders, deployments and operations.
• Build data quality dashboards and metrics reporting with clear visualization practice, so discrepancies and trends are seen early.
• Migrate reporting from the legacy platform to Oracle Analytics; validate results against the source of truth.
• Gather reporting requirements from users, model data, tune queries, and document.
• Support ad hoc analysis for the program and the customer, including audit and inventory reconciliation evidence.

What you need

• 4 or more years of Oracle business intelligence development (OBIEE, Oracle Analytics Server or Oracle Analytics Cloud), including RPD and subject area modeling.
• Data quality dashboard and metrics reporting experience, and data quality visualization practice.
• Strong SQL against Oracle databases and an understanding of ERP data.
• U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.

Terms, and how to apply

• Full time, W-2, salaried (exempt), employed by SPN Solutions
• Target start: October 2026
• Hybrid: based at SPN's office in Fairfax, Virginia, with some telework; occasional days at the customer's Atlanta, Georgia campus when the work requires it
• Core hours 9:00 a.m. to 3:30 p.m. Eastern, Monday to Friday, with flexible start between 6:00 and 9:00 a.m. Eastern; federal holidays off
• You must be a U.S. citizen and obtain and keep an HHS Tier 2 (moderate risk) public trust determination; no security clearance is required
• You complete HHS security, privacy and records management training before access, and cGMP training shortly after you start
• Work is done on customer-furnished or SPN-furnished equipment under HHS security rules
