About the Office of Reporting, Research, Analytics, and Implementation (ORRAI), The Oregon Department of Human Services and specifically ORRAI establishes organizational alignment and strategic focus around the use of comprehensive data-informed decision-making. Through an equity, diversity, inclusion, and access lens, ORRAI is responsible for providing employees, clients, legislators, other agencies and organizations, stakeholders, and the public with information to understand how data, research, and analytics informs decision-making about client services, agency recommendations for change, large-scaled systemic improvements, and improves outcomes for children and families.

Summary of Duties

As a Business Intelligence Developer/Analyst, you will:

  • As a Power BI Report Developer supporting the Child Welfare (CW) program within the Oregon Department of Human Services (ODHS), you will be responsible for designing, developing, and maintaining business intelligence solutions that provide program leaders and stakeholders with critical, data-driven insights.
  • You will work closely with database administrators, data engineers, and CW program analysts to deliver timely and actionable information using Power BI and other Microsoft BI tools. Your work will contribute directly to the CW program’s ability to monitor outcomes, improve services, and make informed decisions.
  • Core responsibilities include developing semantic models, designing and maintaining datasets, creation of data dictionaries and report documentations for report users, creating visual diagrams of process-flow, creating dynamic reports and dashboards using Power BI, and migrating legacy reports into modern BI platforms. You will also use SQL, DAX, and M Query to integrate data from multiple sources and build user-friendly reporting solutions aligned with ORRAI data and visualization standards.
  • This position requires excellent communication skills, a strong customer service mindset, and the ability to explain technical concepts clearly to non-technical audiences. You will also support team growth by mentoring others in Power BI and contributing to process improvement and reporting automation initiatives.
  • Develop, identify, and analyze business requirements; ability to including integration with Power BI REST APIs for automation; leverage Business Intelligence tools and software to design and create advance reporting solutions and reporting that provides executive leadership and ODHS actionable data to make critical business decisions; maintain report and dashboards aligned with ORRAI standards; migrate legacy reports into new platform.
  • Consults with ORRAI management about reporting needs, new advanced solutions, and conclusions.
  • Assist with the development of business use cases, user stories or other agile software development requirements gathering, project management experience and documentation methodologies.
  • The position is directly responsible for using reporting automation methods and tools to help streamline existing and new reports using agency approved BI tools.
  • Mentor staff by sharing skills, experience, knowledge, and expertise on analytic tools and solutions such as Power BI. Apply Power Platform Model Driven Apps, Automations, and Customizations, including workflow, process automation, business rules, reports, dashboard, and system configuration.

Minimum Qualifications

  • A bachelor’s degree in Computer Science, Information Systems, Data Analytics, Business Administration, or a related field, and at least three (3) years of professional experience in business intelligence report development using Power BI; OR
  • At least five (5) years of professional experience in business intelligence, report development, or data analytics using Power BI and related Microsoft technologies. At least two (2) of those years must include hands-on experience designing and implementing semantic models (semantic layers) to support Power BI reporting and analytics.

Essential Attributes

We are looking for candidates with:

  • Proficiency in M Query Language (Power Query) and Data Analysis Expressions (DAX) for building efficient and scalable Power BI datasets.
  • Proven experience in developing business intelligence solutions using Microsoft Power BI, Power BI Report Builder, including designing interactive dashboards, reports, and visualizations.
  • Expertise in semantic modeling with a strong understanding of dimensional data structures created by data engineers to support analytical and self-service reporting needs.
  • Strong understanding of Power BI architecture, including integration with Power BI REST APIs for automation and report lifecycle management.
  • Advanced SQL skills with a solid foundation in relational database concepts, data warehousing, and data integration techniques.
  • In-depth knowledge of the Microsoft BI report development lifecycle, including requirements gathering, dataset preparation, report design, deployment, and maintenance.
  • Demonstrated ability to provide excellent customer service and maintain a helpful, respectful, and solutions-focused attitude when working with internal staff and external stakeholders.
  • Ability to design and develop sophisticated reports, connect multiple data sources, and build custom Power BI solutions.
  • Ongoing involvement in BI community groups, forums, or professional development activities to stay updated on industry trends and emerging technologies and to continuously improve BI solutions.

Working Conditions

  • This position may spend extended time working with computers – up to eight hours a day for extended periods of time depending on project needs.
  • Work effectively under STRESS, independently, and within a team.
  • Some of the work is time-sensitive, and deadlines are observed.
  • May require some travel (occasionally overnight) for meetings, research conferences, and /or consultations.
  • Hybrid work will be considered in filling this position. The ability to report to a Salem office is required when training, business or operational needs are dependent on onsite activities.
