Job summary

Avid Core is seeking a Business Development Specialist to advance our federal government consulting practice in Washington, D.C. You will identify opportunities, coordinate proposals from review to submission, and craft compelling content while supporting contract administration.

Ideal candidates bring 3+ years in federal contracting with strong writing and analytical abilities. The role offers hybrid work, a clear progression path, and a chance to impact firm strategy and client outcomes.

Qualifications

  • At least 3 years of experience in federal contracting, business development, proposal development, capture support, contract administration, or related role.
  • Strong professional writing, editing, research, and proofreading skills.
  • Ability to interpret solicitations and translate complex requirements into clear action items.
  • Experience with SAM.gov, FAR, agency portals, and federal contract vehicles preferred.

Responsibilities

  • Monitor SAM.gov, GSA, Oasis+, and other agency forecasts, contract vehicles, procurement portals, and market intelligence sources for relevant federal opportunities.
  • Identify solicitations, requests for information, sources-sought notices, and subcontracting opportunities aligned with Avid Core's capabilities and growth strategy.
  • Review opportunity documents and summarize scope, eligibility, evaluation criteria, submission requirements, deadlines, and potential risks.
  • Maintain the company's business development pipeline, opportunity calendar, capture documentation, and related reporting.
  • Research agencies, incumbent contractors, competitors, contract vehicles, and potential teaming partners.
  • Research and monitor industry events for the management team to attend or participate in that support business development directives.
  • Support bid/no-bid evaluations and capture-planning activities.
  • Manage proposals from initial solicitation review through final submission.
  • Develop proposal schedules, compliance matrices, outlines, writing assignments, and review plans.
  • Coordinate inputs from company leadership, subject-matter experts, consultants, subcontractors, and teaming partners.
  • Track assignments and deadlines to ensure proposals are complete, compliant, and submitted on time.
  • Draft and edit technical, management, staffing, past-performance, corporate-experience, and executive-summary content.
  • Tailor proposal responses to customer requirements, evaluation criteria, and stated agency priorities.
  • Review proposal materials for clarity, consistency, accuracy, responsiveness, and compliance.
  • Coordinate resumes, past-performance references, representations and certifications, pricing inputs, and required attachments.
  • Maintain reusable proposal content, templates, resumes, project descriptions, and other business development resources.
  • Support color-team reviews, final production, quality control, and electronic submission.
  • Review solicitations, awards, modifications, teaming agreements, nondisclosure agreements, and subcontract documents for key requirements and deadlines.
  • Maintain organized records of contracts, modifications, deliverables, reporting obligations, periods of performance, option periods, renewal dates, and required submissions.
  • Assist with representations and certifications, vendor registrations, and government contracting profiles.
  • Support communications with contracting officers, prime contractors, subcontractors, and teaming partners.
  • Help improve internal business development, proposal, and contract-management processes.
  • Other duties as assigned

Avid Core is seeking a Business Development Specialist to support the growth of our federal government consulting firm. This role will identify and track federal opportunities, coordinate proposal development from solicitation review through submission, draft compelling proposal content, and support contract administration activities. The position offers meaningful visibility into Avid Core's business development strategy and federal contracting operations.

Salary Range: $70,000 - $85,000, based on experience and qualifications.

Overall Responsibilities:

Qualifications/Skills:
  • At least 3 years of experience in federal contracting, business development, proposal development, capture support, contract administration, or a related role
  • Strong professional writing, editing, research, and proofreading skills

  • Excellent organizational and project-management skills, with the ability to manage competing priorities and firm deadlines
  • Strong attention to detail and commitment to producing accurate, compliant work
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and collaborative document-management tools
  • Professional judgment and discretion when handling confidential or procurement-sensitive information
  • Experience supporting proposals for civilian or defense agencies preferred
  • Familiarity with SAM.gov, the Federal Acquisition Regulation, agency procurement portals, and federal contract vehicles preferred
  • Experience developing compliance matrices and coordinating formal proposal-review cycles preferred
  • Familiarity with small business contracting programs and socioeconomic certifications preferred
  • Experience with proposal-management or customer-relationship-management platforms preferred
  • Knowledge of federal contract types, teaming arrangements, subcontracting, and basic contract compliance preferred
  • APMP, NCMA, Shipley, or related training or certification is a plus

Location:

The position is based in Washington, D.C. Candidates may be expected to work a hybrid schedule with time both on-site and remote, depending on company and client requirements.

This position requires comfort working in a small-business environment where priorities may evolve quickly and team members contribute across multiple functions. Occasional extended hours may be required before proposal deadlines.

Candidates will be provided with a computer; however, they must have a steady internet connection and a phone.
