Business Development Manager - Utility or Energy Sector - Remote

This position is a US-based remote role, with a preference for candidates located in the Eastern or Central time zones.

About the Role

We are seeking a Business Development (BD) Manager to join our Utility Programs and Services Division (UPS) to help expand our business in the utility sector in the East Region. ICF’s utility practice is expected to grow significantly over the next five years, driven by shifts in the energy industry such as decarbonization, grid modernization, energy efficiency, and electrification. We need an energetic, passionate, and driven BD Manager to assist utilities across North America in overcoming major energy challenges.

Key Responsibilities
  • Build, qualify, and manage a pipeline of opportunities to position ICF for growth over the next two years.
  • Develop relationships with key utility contacts and internal teams.
  • Create a targeted pipeline and qualify leads in partnership with the delivery team.
  • Identify expansion opportunities with existing utility clients.
First 6 Months Goals
  • Develop a qualified pipeline of at least $50M.
  • Lead at least 5 pursuits, managing the full sales lifecycle.
  • Develop win strategies and participate in pipeline reviews and proposal evaluations.
  • Source and negotiate teaming agreements.
First 12–18 Months Goals
  • Achieve sales of over $20M.
  • Contribute to strategic planning and marketing efforts.
  • Maintain CRM records diligently.
  • Create business plans and explore new markets or utility divisions.
Qualifications
  • 5+ years of business development and capture management experience, preferably in the utility or energy sectors.
  • Experience leading pursuits with contract values above $10M annually.
Preferred Skills
  • Experience in Clean Energy, Energy Efficiency, DER, Electrification, Wind, or Oil and Gas sectors.
  • Bachelor's degree; professional certifications like CPCM, APMP, or Shipley are a plus.
Skills
  • Excellent communication, negotiation, and interpersonal skills.
  • Strong organizational and critical thinking abilities.
  • Willingness to travel as needed.

Additional Information

The pay range for this full-time role is $107,936 to $183,491, based on experience, skills, and location.
