Job description

Business Development Manager - Law Enforcement Solutions

Mid-Atlantic (East Coast) Region | Remote with Regional Travel

North Carolina or South Carolina preferred

STAY CONNECTED. MAKE AN IMPACT. GROW SOMETHING BIGGER.

You have spent your career building trust, leading people, and developing relationships across the law enforcement community. Now, put that credibility, network, and leadership experience to work in a role where every conversation can create new opportunities for agencies, officers, and communities.

Off Duty Management (ODM) partners with law enforcement agencies across the country to provide innovative off-duty employment management services that protect officers, reduce administrative burden, and support public safety. We are Built By Officers For Officers. As we continue to grow, we are seeking a highly connected, energetic, and relationship-driven Business Development Manager to serve as the face of ODM throughout the Mid-Atlantic Territory.

This is not a desk job. You will meet Chiefs, Sheriffs, command staff, and industry leaders; attend conferences; build strategic partnerships; open doors through your network; and help agencies implement solutions that make a meaningful difference.

If you thrive on meeting new people, building relationships, and influencing outcomes, we want to talk with you.

Why This Opportunity Stands Out
  • Be the Face of ODM in the Mid-Atlantic Territory. Represent a respected, mission-driven organization throughout your territory.
  • Turn Relationships Into Results. Leverage your professional network while continuously expanding it through agency visits, referrals, conferences, and industry engagement.
  • Stay Connected to the Profession. Continue supporting the law enforcement community in a new and influential capacity.
  • Join a Growing Organization. Help expand ODM partnerships and market presence across the Carolinas.
  • Make a Real Difference. Connect agencies with solutions that protect officers and strengthen operations.
  • Work with Independence and Autonomy. Manage your territory, build your pipeline, and create opportunities while working remotely.
What You'll Do
  • Serve as ODM's primary relationship-builder and business development representative throughout the Mid-Atlantic region (North and South Carolina, plus 3 or 4 additional states).
  • Develop and execute a territory growth strategy focused on new agency partnerships and long-term relationship development.
  • Build trusted relationships with Chiefs, Sheriffs, command staff, association leaders, and other influential law enforcement professionals.
  • Create new opportunities through personal outreach, referrals, professional associations, industry events, and continuous networking.
  • Represent ODM at law enforcement conferences, trade shows, command staff meetings, state association events, and networking functions.
  • Lead compelling presentations and consultative conversations that address real operational challenges facing agencies.
  • Identify, develop, and advance new business opportunities from initial contact through partnership.
  • Partner with the Chief Partnership Officer, Directors, and internal teams to achieve growth objectives and support strong customer relationships.
  • Maintain an active, well-documented opportunity pipeline and consistently generate new agency connections.
What Makes You Successful
  • You genuinely enjoy meeting new people and building long-term professional relationships.
  • You are energized by networking, outreach, professional engagement, and community involvement.
  • You are charismatic, credible, and comfortable initiating conversations with senior law enforcement leaders.
  • You are highly self-motivated and effective when working independently in the field and from a remote office.
  • You have a record of earning trust, influencing decision-makers, and opening doors.
  • You are goal-oriented, resilient, organized, and motivated by measurable activity and results.
  • You communicate with confidence in one-on-one conversations, group settings, and executive presentations.
Required Qualifications
  • Must reside within the East Coast area; within North or South Carolina is preferable, or immediate vicinity.
  • Significant law enforcement leadership experience or demonstrated success developing business relationships within the law enforcement sector.
  • An established network of law enforcement professionals in North Carolina, South Carolina, or the surrounding region.
  • Ability and willingness to travel regularly throughout the territory and attend conferences, meetings, and industry events.
  • Excellent communication, presentation, interpersonal, and relationship-building skills.
  • Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, CRM tools, and mobile technology.
Preferred Qualifications
  • Graduate of the FBI National Academy and active involvement with FBI National Academy Associates (FBINAA) strongly preferred.
  • Former Chief, Sheriff, Assistant Chief, Major, Captain, or comparable command-level leadership experience.
  • Experience serving in law enforcement associations, boards, academies, or professional organizations.
  • Previous business development, partnership development, account management, relationship management, or consultative sales experience.
  • Five or more years of law enforcement leadership experience, or five or more years of demonstrated success securing business relationships with command-level personnel in law enforcement agencies.
  • Bachelor's degree in Business, Marketing, Criminal Justice, Public Administration, or a related field preferred, but not required.
