Quivera Enterprises, LLC is seeking an experienced Business Development Manager responsible for driving strategic growth within Quivera’s IT and Professional Services portfolio. This role leads business development and capture activities from early opportunity identification through proposal transition, with a strong focus on customer relationships, market intelligence, pipeline development, and strategic positioning.

The Business Development Manager works closely with executive leadership, Operations, Proposal Management, Recruiting, Contracts, and Pricing to ensure Quivera is pursuing the right opportunities, positioning early, and preparing the resources necessary to compete and win in the federal marketplace. The ideal candidate will have demonstrated business development and capture experience supporting the Department of Defense (DoD) and/or Department of War (DoW), with an understanding of defense acquisition, mission requirements, customer environments, and contracting strategies.

DUTIES AND RESPONSIBILITIES
  • Develop and execute business development strategies aligned with company growth goals.
  • Identify priority agencies, customers, contract vehicles, capabilities, and markets for targeted growth, with an emphasis on DoD/DoW and other federal defense and national security customers.
  • Develop account and growth plans that clearly define where Quivera should compete, what customers are buying, and how the company should position to win.
  • Provide leadership with market intelligence and recommendations regarding emerging opportunities, customer priorities, competitors, and potential teaming partners.
  • Monitor DoD/DoW acquisition priorities, mission requirements, budget trends, procurement forecasts, and contract vehicles to identify potential growth opportunities.
  • Help establish annual and quarterly business development priorities and measurable growth objectives.
Business Development & Capture
  • Lead business development and capture activities for assigned IT and Professional Services opportunities.
  • Identify opportunities early and develop actionable capture strategies before solicitation release.
  • Develop win strategies, competitive assessments, customer engagement plans, teaming strategies, and key differentiators.
  • Lead and support capture activities involving DoD/DoW agencies, military departments, commands, installations, and other defense-related organizations.
  • Develop an understanding of customer mission requirements, acquisition strategies, incumbent contractors, competitive landscapes, and procurement timelines.
  • Coordinate with proposal leadership to ensure a strong transition from capture into proposal development.
  • Participate in and lead opportunity gate reviews, providing leadership with clear recommendations regarding bid/no-bid decisions.
  • Maintain ownership of opportunities throughout the business development and capture lifecycle.
Networking & Relationship Development
  • Develop and maintain relationships with federal customers, industry partners, teaming partners, and other strategic stakeholders.
  • Establish and maintain relationships within the DoD/DoW contracting and acquisition community, including Government customers, industry partners, prime contractors, and small business partners.
  • Establish regular customer engagement plans for priority accounts and agencies.
  • Represent Quivera at industry events, conferences, matchmaking sessions, and customer meetings.
  • Build relationships before opportunities are released rather than relying solely on solicitation-driven business development.
  • Identify potential teaming and strategic partnership opportunities that strengthen Quivera’s competitive position.
  • Build and maintain a healthy, qualified pipeline sufficient to support company revenue and growth goals.
  • Develop and maintain a qualified pipeline of DoD/DoW and other targeted federal opportunities aligned with Quivera’s capabilities and strategic growth objectives.
  • Ensure opportunities are accurately tracked within the company’s CRM and pipeline management process.
  • Maintain accurate opportunity information, including estimated value, procurement timeline, customer, incumbent, competition, probability of win, next actions, and capture status.
  • Regularly evaluate pipeline quality and remove opportunities that do not align with company strategy or have a realistic path to win.
  • Lead regular pipeline reviews and clearly communicate opportunity status, risks, decisions needed, and next steps.
  • Identify staffing requirements for opportunities as early as possible during the capture process.
  • Translate solicitation and opportunity requirements into anticipated labor categories, qualifications, certifications, clearance requirements, and key personnel needs.
  • Identify DoD/DoW-specific staffing requirements, including security clearances, DoD-approved certifications, military or defense mission experience, and other contract-specific qualifications.
  • Communicate staffing requirements through the gate review process so Recruiting has sufficient time to identify and engage qualified candidates.
  • Partner with Recruiting to monitor candidate pipelines for priority pursuits.
  • Ensure staffing strategy is incorporated into the overall capture strategy rather than addressed only after solicitation release.
  • Identify potential staffing risks early and escalat​e gaps that could impact Quivera’s ability to compete or perform.
Internal Collaboration
  • Partner closely with Operations, Recruiting, Proposal Management, Contracts, Pricing, and executive leadership throughout the opportunity lifecycle.
  • Ensure proposal teams receive complete capture information, customer intelligence, teaming decisions, staffing requirements, and win strategy before proposal development begins.
  • Provide clear ownership and follow-through on actions resulting from pipeline and gate review meetings.
  • Support leadership with forecasting and reporting related to pipeline health, bookings, and future revenue opportunities.
EDUCATION AND EXPERIENCE
  • Demonstrated experience in federal government business development, capture, or growth.
  • Business development, capture, account management, or growth experience supporting the Department of Defense (DoD) and/or Department of War (DoW) is strongly preferred.
  • Experience supporting IT, Professional Services, or related federal contracting markets.
  • Strong understanding of the federal acquisition lifecycle and government procurement environment.
  • Knowledge of DoD/DoW acquisition processes, contracting environments, procurement strategies, and mission requirements.
  • Experience identifying, qualifying, capturing, and positioning for federal contract opportunities.
  • Experience developing capture strategies, account plans, pipelines, and customer engagement strategies.
  • Ability to develop and maintain relationships with federal customers and industry partners.
  • Experience working across Business Development, Operations, Proposal Management, Recruiting, Pricing, and Contracts.
  • Strong leadership, communication, organizational, and presentation skills.
  • Ability to manage multiple opportunities while maintaining accountability for deadlines and next actions.
PREFERRED QUALIFICATIONS
  • Established relationships or professional network within DoD/DoW agencies, military departments, commands, installations, acquisition organizations, or the defense contracting community.
  • Experience supporting capture efforts for DoD/DoW IT, cybersecurity, professional services, mission support, or related requirements.
  • Experience with DoD/DoW contract vehicles, IDIQs, GWACs, task-order competitions, and other federal acquisition vehicles.
  • Experience supporting an SBA 8(a)-certified company or tribally owned enterprise.
  • Established network within federal agencies and the government contracting community.
  • Knowledge of socioeconomic contracting programs, including 8(a), HUBZone, SDVOSB, and other federal small business programs.
ADDITIONAL REQUIREMENTS
  • Must have the ability to obtain and maintain any required Government security clearance.
  • Ability to travel as required to support customer meetings, industry events, conferences, teaming discussions, and business development activities.
