Job description

Technical Assent seeks an analytical, execution-oriented Business Development & Capture Manager to support federal growth through opportunity qualification, customer and market intelligence development, and capture execution.

This hybrid position combines two complementary responsibilities:

Business Development — approximately 40%: Lead the evaluation and qualification of identified federal opportunities, converting initial market intelligence and capability assessments into evidence-based Pursue/No Pursue recommendations.

Capture Management — approximately 60%: Support and independently execute assigned capture activities, including customer intelligence development, competitive analysis, teaming strategy, capture planning, and solution positioning.

The position works across Technical Assent's federal target markets, with an emphasis on VA, DoD, and DHS. Candidates should bring meaningful experience in either VA or DoD and demonstrate the ability to apply their knowledge across other agencies.

The successful candidate will combine disciplined analysis, federal market knowledge, strong execution skills, and practical AI proficiency.

We seek an individual who can rapidly investigate unfamiliar opportunities, distinguish fact from speculation, identify the information needed to make sound decisions, and translate findings into actionable recommendations.

The Business Development & Capture Manager works closely with the Executive Team, Capture Manager, and Service Delivery leaders.

Primary Responsibilities

Business Development and Opportunity Qualification — 40%

  • Receive opportunities identified through Technical Assent's market surveillance, forecasting, and initial capability-screening processes.
  • Evaluate opportunities against Technical Assent's target markets, capabilities, acquisition eligibility, competitive positioning, and growth priorities.
  • Research customer mission requirements, buying organizations, acquisition history, incumbent contractors, likely competitors, and procurement timelines.
  • Identify relevant customer stakeholders and develop appropriate plans to obtain and validate customer intelligence.
  • Assess existing customer access, partner relationships, and competitive barriers.
  • Identify gaps in Technical Assent's capabilities, past performance, contract access, or competitive position.
  • Develop preliminary win hypotheses and identify actions required to establish a credible pursuit.
  • Prepare concise, evidence-based qualification briefs and Pursue/No Pursue recommendations.
  • Coordinate task-based research and industry engagement assignments with Industry Development Advisors.
  • Maintain accurate opportunity records, qualification evidence, risks, and decisions in monday.com.
  • Support market and agency account planning in coordination with the CEO and designated account sponsors.

Capture Management — 60%

  • Execute assigned capture workstreams under the direction of the lead Capture Manager.
  • Develop customer profiles, stakeholder maps, competitive assessments, incumbent analyses, and intelligence registers.
  • Support development and maintenance of capture plans, milestones, win themes, discriminators, and action plans.
  • Research and assess prospective teaming partners against defined capture requirements.
  • Coordinate partner outreach, teaming discussions, and capture-related follow-up activities.
  • Collaborate with service delivery leaders to identify relevant technical capabilities, past performance, and solution evidence.
  • Support capture readiness reviews and capture-to-proposal transition activities.
  • Independently lead assigned pursuits when authorized, based on complexity, workload, and demonstrated readiness.
  • Maintain accurate capture records and ensure assigned actions are completed on schedule.
  • Contribute to win/loss assessments and continuous improvement of capture practices.
AI Proficiency and Professional Judgment

Technical Assent operates in an AI-enabled business environment. We expect every member of our Growth Team to use artificial intelligence thoughtfully and effectively to improve the speed, quality, and productivity of their work.

AI proficiency is a requirement, not a substitute for professional expertise or critical thinking. We do not accept unverified AI-generated content, generic analysis, fabricated evidence, superficial recommendations, or polished deliverables that lack substantive insight. Every employee remains personally accountable for the accuracy, reasoning, originality, and business value of their work, regardless of the tools used to produce it.

We expect the Business Development & Capture Manager to:

  • Use AI to accelerate research and analysis while independently validating material facts and conclusions.
  • Distinguish authoritative evidence from assumptions, inference, and unsupported AI-generated claims.
  • Apply professional judgment to interpret information, challenge assumptions, and develop defensible recommendations.
  • Produce concise, actionable work products that demonstrate genuine understanding of the customer, competitive environment, and business decision.
  • Improve workflows through appropriate automation without compromising quality, confidentiality, and accountability.
  • Explain and defend their analysis, recommendations, and decisions without relying on AI-generated narratives.

We measure the value of the thinking, not the volume of the output.
