Job description

We are seeking a dedicated Business Consultant to support our Subject Matter Expert (SME) in the functional design, implementation, and ongoing support of a federal budget formulation and execution solution for the agency’s Office of Budget. Working closely under the SME’s guidance and collaborating with the Contracting Officer Representative (COR)/Program Manager, you will help ensure project success through your expertise in federal budget processes, BFEM Budget Formulation module, and Office 365/Power Platform solutions—driving effective change management and process improvements.

Key Responsibilities:
  • Assist the SME in understanding the Office of Budget’s strategic IT and budget formulation objectives, including priorities, dependencies, and interdepartmental interactions.
  • Gather, analyze, and document detailed business requirements for budget formulation and execution workflows.
  • Map functional requirements to the BFEM Budget Formulation module and recommend configuration or customization strategies to meet agency needs.
  • Collaborate with functional department leads to identify process changes required for system implementation and develop effective change management strategies.
  • Support testing activities by analyzing test results, identifying issues, and preparing clear, concise summary reports.
  • Monitor project tasks, track progress against established standards, and prepare activity and progress reports.
  • Proactively identify project risks and collaborate with the SME to develop mitigation strategies.
  • Develop user documentation and training materials; assist in conducting end-user training and knowledge transfer sessions.
Required Qualifications:
  • Bachelor’s degree from an accredited institution.
  • Minimum of 3 years of experience in project management and federal budget formulation processes.
  • In-depth knowledge of, and hands-on experience with, the BFEM Budget Formulation and Execution Manager (BFEM), especially the Budget Formulation module.
  • Proven experience leveraging Office 365, SharePoint, and developing solutions within the Microsoft Power Platform (Power Apps, Power Automate, Power BI).
  • Strong understanding of federal organizational structures and the cultural aspects of implementing business process changes across diverse teams.
  • Experience leading change management initiatives at the department level within the federal government.
  • Demonstrated success in implementing automated, department-wide management systems.
  • Excellent interpersonal skills to work effectively with stakeholders at all organizational levels.
  • Ability to develop clear user documentation and training materials for both technical and non-technical audiences.
  • U.S. Citizenship required
  • Position will require a Public Trust background investigation
Preferred Qualifications:
  • Proven success in automating complex federal budgeting processes end-to-end.
  • Proficiency in building solutions with BFEM and the Power Platform (Power Apps, Power Automate, Power BI).
  • Experience consulting on and leading large-scale federal IT projects.

Base Compensation:We offer a competitive salary and benefits package,and we are open to discussing compensation based on your qualifications and experience
