Business Analyst (PMP Must) - ONLY LOCALS

***Currently the position is 100% remote, but that could change if the Governor decides to call Commonwealth employees back into the office on a full-time or hybrid basis. The current telework policy is subject to change at the Governor’s discretion. When a new BA consultant resource is onboarded, it is required that this person meets in person on their first day to obtain equipment. Additional in-person requirements, such as team building, conferences, or trainings, will be communicated in advance.***

***For first day processing, badging, and equipment pickup, candidates must report physically to the 5th floor of The Keystone Building, 400 North Street, Harrisburg, PA 17120. Parking is available on-street or in nearby lots; costs are the candidate’s responsibility.***

The Senior Business Analyst (BA) will collaborate with stakeholders and development team members under the guidance of the Bureau of Business and Service Management (BBSM) and the Project Manager (PM) from PennDOT’s Project Management Office (PMO) to provide analysis and project support.

Senior BA responsibilities include, but are not limited to:

• Providing comprehensive, independent evaluations of existing efforts.
• Supporting requirements elicitation, prioritization, validation, and documentation.
• Developing test scripts and supporting testing activities.
• Assisting with implementation support and documenting outcomes.
• Serving as a liaison between the development team and stakeholders to resolve issues.
• Troubleshooting production issues and coordinating with end users and developers for resolution.
• Participating in stakeholder sessions to identify business and system requirements, submitting deliverables, and coordinating approvals.

The Senior BA will also support testing and validation activities related to PCIT iterative releases, including:

• Developing and updating testing plans.
• Coordinating system testing and user acceptance testing (UAT).
• Ensuring accessibility conformance.
• Creating and updating test scripts and cases.
• Reporting defects and issues.

Implementation support services provided by the Senior BA may include:

• Supporting end-user training sessions.
• Communicating schedule changes.
• Updating project documentation based on outcomes.

The Senior Business Analyst is expected to compile implementation documentation into Outcome Reports, including:

• Lists of required updates to existing documentation.
• Recommendations for go-live planning.

Qualifications for the Senior Business Analyst level include:

• At least five years of business analysis experience.
• Ability to perform activities independently.
• Mentoring capabilities for junior staff.
• Mastery of industry standards and best practices, with a focus on continuous improvement.
