Job description

The Business Analyst provides part‑time business subject matter expertise to support a Systems Support team as part of a large‑scale application modernization initiative. This role focuses on reviewing brownfield documentation, validating business processes, and providing deep institutional knowledge related to Federal Aid, Obligation Authority (OA), Advance Construction (AC), Schedule A, and Financial Management processes to ensure accurate documentation and successful knowledge transfer.

Key Responsibilities
  • Review brownfield documentation produced by the delivery team and provide business context, corrections, clarifications, and recommendations.
  • Identify gaps, inconsistencies, ambiguities, and inaccuracies in documentation related to Federal Aid, Obligation Authority (OA), Advance Construction (AC), Schedule A, and work program processes.
  • Provide subject matter expertise on federal and state funding processes, legislative requirements, and historical business practices.
  • Explain the business rationale and historical context behind legacy system functionality to support accurate documentation.
  • Participate in project working sessions and documentation review meetings to transfer business knowledge to project teams.
  • Respond to ad hoc business questions related to Federal Aid programs, fund allocation decisions, and Financial Management Suite system functionality.
  • Review assumptions related to Obligation Authority (OA) planning and Advance Construction (AC) programs to ensure documentation accuracy.
  • Provide guidance on Schedule A state and federal fund allocation processes, including creation and maintenance procedures.
  • Collaborate with business and technical teams to ensure documentation accurately reflects existing business processes and system behavior.
Required Qualifications
  • Bachelor's or Master's degree in Computer Science, Information Systems, Business Administration, Public Administration, Social Sciences, or a related field. Equivalent work experience may be substituted on a year-for-year basis.
  • Minimum of 15+ years of progressively responsible experience in transportation work program management, financial management, or federal aid program administration.
  • Direct hands‑on experience with Work Program management, Federal Aid reconciliation, Schedule A fund allocation, and Financial Management Suite systems.
  • Strong knowledge of Federal Aid, Obligation Authority (OA), Advance Construction (AC), Schedule A, and related financial management business processes.
  • Experience reviewing and validating business process documentation.
  • Strong analytical, documentation review, and problem‑solving skills.
  • Excellent verbal and written communication skills.
  • Ability to effectively collaborate with business stakeholders and technical teams.
  • Must be local to the project location.
Preferred Qualifications
  • Prior experience supporting enterprise work program and financial management systems.
  • Previous experience supporting large‑scale application modernization or system transformation initiatives.
  • Extensive institutional knowledge of transportation work program and financial management processes.
