Position Overview

We are seeking a detail-oriented Business Analyst to support the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)) in financial and budget analysis. This role is critical to assisting customers with financial budgeting, execution, analysis, reconciliation, and reporting of program financial status using the Project Management Resource Tool (PMRT) suite.

The ideal candidate is a skilled financial analyst with experience in Department of Defense (DoD) financial execution and budget reconciliation, particularly using CCaR and GFEBS systems. This position requires strong analytical skills, attention to detail, and the ability to communicate complex financial data to customers and leadership.

This is a non-personal services contract position. The Business Analyst reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from government stakeholders, including the Management Analyst and supported organization's leadership.

Key Responsibilities

The Business Analyst performs financial execution research and analysis, identifying programmatic or financial pain points with a focus on reconciliation challenges. This role conducts analysis and reconciliation procedures on budget and execution data from CCaR, PMRT, and other financial systems, supporting funds receipt and distribution, forecasting, obligations, and disbursements. The Business Analyst recommends automation opportunities to streamline reporting processes and supports analysis of source documents and preparation of financial documents and transactions for contract and reimbursable efforts.

Budget and data management responsibilities include researching and reviewing current budgetary and accounting information for all customer funding, creating contract and reimbursable documents using established procedures, and preparing initial financial documents and invoices in CCaR, PMRT, and other financial systems. This position incorporates the US Treasury G-Invoicing application where applicable and monitors the status of funds to provide timely and accurate reports and forecasts to customer leadership.

Data analysis and reporting duties include reviewing requirements, forecasts, and funding data inputs, identifying balance variances and data anomalies, and assisting customers with corrective actions. The Business Analyst prepares and presents financial reports and charts and recommends improvements throughout the budget execution process to reduce the propensity for obligation issues. Program closeout support involves examining funding documentation to ensure all requirements have been executed and delivered, evaluating accounting and logistics systems to confirm alignment among obligations, expenditures, and deliveries, and assisting customers with all activities required to close out requirements, contracts, cases, and programs.

Key deliverables include Monthly Status Reports, financial reconciliation reports and charts, and supporting documentation for financial transactions.

Required Qualifications

The Business Analyst must be a U.S. citizen with a Bachelor's degree in business, finance, accounting, public administration, or a related field, or equivalent combination of education and experience. This position requires a minimum of three years of demonstrated experience in DoD financial execution, budget analysis, or reconciliation, including at least two years of demonstrated operational experience with CCaR in a DoD acquisition environment. Demonstrated working knowledge of GFEBS execution data is essential, and the candidate must possess or be able to obtain a Secret security clearance within 90 days of contract start.

The ideal candidate is proficient in the Microsoft Office Suite, particularly Excel, and demonstrates strong communication skills with the ability to work effectively with customers and government leadership. Sound judgment and the ability to work independently to accomplish goals are essential.

Work Conditions

Work may be performed at various CONUS locations or remotely, depending on the specific position. Onsite/Telework positions require the contractor to be geographically located within 50 miles of the organization. Telework positions allow for generally remote work while remaining available for in-person support when needed. Remote positions can be supported from anywhere CONUS with an internet connection. All personnel must comply with cybersecurity requirements including DoD 8570.01-M and AR 25-2.
