Description of Job

This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business-specific goals related to technology for the Department of Revenue (DOR). It includes a high-performance team that drives innovation and continuous improvement across all DOR divisions. The division collaborates with the Office of Information Technology (OIT), stakeholders, vendors, and customers, emphasizing business value, quality of service, system integrity, and stability, supporting the agency's growth and evolving needs.

What We Do

The Delivery Team supports the development of core business systems used by DOR divisions. It provides system enhancements, maintenance, and support services, ensuring high-quality development, effective communication, and adherence to best practices.

Primary Duties
  1. Collaborate with Business Analyst III team members to enhance skills in business analysis, process management, software lifecycle, and quality assurance.
  2. Assist in developing and implementing new processes and reports to improve team efficiency, quality, and capacity.
  3. Enhance organizational productivity and the quality of solutions for stakeholders.
  4. Lead discovery and requirements sessions to identify system and process improvements.
  5. Create, review, and refine requirements with stakeholders and team members.
  6. Conduct meetings and training to share knowledge and improve team effectiveness.
  7. Develop and perform testing activities to validate solutions based on business needs.
  8. Provide unbiased research and recommendations to leadership.
  9. Respond to customer requests with transparency and regular status updates.
  10. This role may require occasional in-office meetings at our Denver location.
Minimum Qualifications, Conditions of Employment & Appeal Rights

Residency Requirement: This position is open only to Colorado residents at the time of application.

Class Code & Description: H1C3XX ANALYST III

Experience

Minimum Qualifications: Six (6) years of progressive experience in business analysis or related fields, including at least one year working with the Colorado DRIVES application in a front-line, technical, or county-facing role.

OR

Education & Experience: Bachelor's degree in relevant fields plus two (2) years of related experience, including at least one year with Colorado DRIVES in a relevant role.

Additional experience may substitute for education on a year-for-year basis. Candidates submitting transcripts or certifications should redact sensitive personal information.

Preferred Qualifications
  • Additional experience with Colorado DRIVES and related technical support roles.
  • Experience with requirements elicitation, Agile methodologies, testing, documentation, stakeholder management, and project leadership.
  • Knowledge of Colorado laws affecting software development and relevant certifications (e.g., Agile, Scrum, Business Analyst).
