Job summary

Kentro is hiring a Business Analyst II to support the FAA Accelerated Transformation of Legacy Applications and Systems (ATLAS) program. The ideal candidate will elicit and analyze business, mission, technology, and operational requirements and translate them into functional specifications and analytical products that support modernization and optimization.

Location: Remote within the United States, supporting Eastern Time hours. Compensation ranges from $82,000 to $98,000 annually.

Qualifications

• Bachelor's degree or higher in a related field.
• 2–4 years of experience in business analysis, requirements management, process improvement, IT portfolio management, or technology modernization.
• Proficiency in elicitation, requirements management, stakeholder analysis, and process modeling.
• Experience developing functional specifications, user stories, and acceptance criteria.
• Knowledge of data analysis techniques and ability to query/reconcile structured data using SQL or equivalent tools.
• Experience collaborating across business and technical teams.
• Ability to translate technical information into clear, business-oriented documentation.

Responsibilities

Kentro is hiring a Business Analyst II to support the Federal Aviation Administration's (FAA) Accelerated Transformation of Legacy Applications and Systems (ATLAS) program. The ideal candidate will have experience eliciting and analyzing business, mission, technology, and operational requirements and translating them into functional specifications and analytical products that support portfolio modernization and optimization. The Business Analyst II will work under the direction of senior analysts and in collaboration with the Chief Architect and a multi-disciplined team to support portfolio inventory validation, decision criteria, portfolio metrics, dashboards, governance artifacts, and executive decision support.

Location: Remote – This position can be performed remotely within the United States and will support Eastern Time working hours.

Compensation Range: The pay range for this position is $82,000-98,000 annually. Kentro determines compensation by evaluating current government contracting and commercial market conditions, as well as the role’s specific requirements. Final salary placement within this range will be based on the candidate’s relevant skills, experience, education, certifications, location, and security clearance level, where applicable.

Responsibilities

• Support FAA portfolio rationalization efforts, including discovery, inventory, categorization, and analysis of applications, systems, services, and supporting technologies.
• Conduct requirements elicitation sessions with stakeholders and system owners using structured elicitation techniques; document business, mission, operational, technical, security, and compliance requirements, including source, ownership, assumptions, and unresolved gaps.
• Analyze business processes and identify opportunities to improve efficiency, automation, standardization, and service delivery.
• Develop functional specifications, user stories, acceptance criteria, and process models that translate stakeholder needs into actionable development and modernization inputs.
• Maintain traceable portfolio inventories, capability maps, application profiles, and dependency maps, ensuring source provenance and linkage to decisions.
• Analyze relationships and dependencies between business capabilities, applications, infrastructure, data, and enterprise services.
• Assist in identifying and validating opportunities for consolidation, integration, modernization, migration, replacement, or retirement.
• Contribute analysis and supporting data to business cases and decision-support materials addressing mission impact, cost, risk, dependencies, and expected modernization outcomes.
• Support development of current-state and future-state architecture artifacts in collaboration with enterprise and solution architects.
• Support the production of portfolio metrics and dashboards tracking portfolio health, rationalization progress, and modernization outcomes, applying documented definitions and repeatable calculation logic.
• Prepare briefings, presentations, reports, and supporting materials for FAA and program leadership.
• Support ongoing governance processes and help maintain requirements traceability from business and mission objectives through capabilities, system disposition decisions, and acceptance criteria.

Qualifications

• Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or a related discipline.
• 2–4 years of experience in business analysis, requirements management, process improvement, IT portfolio management, or technology modernization.
• Proficiency in requirements elicitation, requirements management, stakeholder analysis, and process modeling.
• Experience developing functional specifications, user stories, and acceptance criteria.
• Working knowledge of data analysis techniques, including the ability to query and reconcile structured datasets using SQL or equivalent tools.
• Experience working across business and technical organizations.
• Ability to translate technical information into clear, business-oriented documentation and recommendations.
• Strong written, verbal, presentation, facilitation, and analytical skills.
• Ability to work under general direction while coordinating with multiple stakeholder groups.
• Demonstrated proficiency using AI tools to support analysis, documentation, and requirements development, in accordance with approved agency tools and policies.

Preferred Qualifications

• Experience with FAA, federal IT, or other federal governance processes is highly desirable.
• Experience as a Business Analyst supporting government, aviation, transportation, or enterprise IT environments.
• Familiarity with enterprise architecture frameworks and tools.
• Familiarity with agile delivery practices and backlog management tools.
