Business Analyst III
Duration: 23 months
Location: Albany, NY – 50% Onsite
Mandatory Qualifications:
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
- Minimum of seven (7) years' experience as a business analyst, including conducting business and systems analysis, requirements elicitation and validation, and producing thorough requirements documentation usable by quality and development teams. A minimum of two (2) years' experience must be from a leadership role managing a product backlog and prioritizing requirements for solution implementation.
- Minimum of seven (7) years of experience working on enterprise-level software development projects with diverse stakeholders, including Customers, Project Managers, Technical teams, and other Business Analysts. At least two (2) years must be in a leadership role managing a product backlog and prioritizing requirements.
Desirable Qualifications:
- Minimum of seven (7) years in a focused business analyst role in child support or eligibility programs, with at least two years as a Lead BA in the Human Service domain within a State-supervised, locally administered environment.
- At least seven (7) years' experience in agile, hybrid agile iterative software development, including backlog grooming and roadmap development, with two or more years in a lead role responsible for stakeholder workshops and adhering to timelines.
- Minimum of seven (7) years creating requirements documentation in an agile workplace, including user stories, acceptance criteria, use cases, prototypes, and data specifications, with at least two years validating content in a lead role.
- Minimum of seven (7) years in business process reengineering and optimization, analyzing mainframe logic, and modernizing To-Be processes for efficiency, with at least two years in a lead role.
- Minimum of seven (7) years conducting gap analysis of state health and human systems for product-driven modernization projects, with at least two years as a Lead BA.
Duties/Responsibilities:
- Conduct requirements analysis of existing system processes and elicit, analyze, and document requirements for the Child Support System, including:
- Identifying and documenting as-is and to-be IES system requirements using prescribed methodologies, processes, and tools such as context diagrams, process flows, user stories, data dictionaries, UI specifications, and mockups.
- Conducting systems analysis on legacy mainframe systems.
- Meeting with stakeholders, including state agency and local district experts, users, and executives, to elicit requirements.
- Producing work products that align system planning, design, and delivery with business needs.
- Conducting peer reviews and supporting internal review processes.
- Understanding and adhering to project timelines and priorities.
The consultant must be onsite at the assigned location as required by the Office of Information Technology Services. This requirement may change with notice. Unwillingness to be onsite as required will result in termination of the task order.
