Job Description:
Working on a major system modernization project for building a new Medicaid application. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.
- Reviews, analyzes, and evaluates business systems and user needs.
- Formulates systems to parallel overall business strategies.
- Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
- Familiar with industry standard business process mapping, and reengineering.
- Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

- Coordinate with outside vendors to complete projects and service requests; and define, assign, and evaluate their work. Required 8 years
- Develop and/or review of project artifacts such as test cases, requirements documentation and traceability, design and technical specifications. Required 8 years
- Consult on the analysis of a system, troubleshoot problems, and support solution implementations. Required 8 years
- Manage a project s scope, acceptance, and deployment, and monitor system integration and user acceptance testing. Required 8 years
- Identify a project s potential risks and difficulties and design strategies to mitigate or avoid them. Required 8 years
- Perform the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas. Required 8 years
- Experience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle. Preferred 3 years
- Working in an Agile environment (preferably SAFe). Preferred 3 years
- Experience using Microsoft products, such as MS Office, SharePoint, and Copilot. Preferred 3 years
- Demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions preferred. Preferred 3 years
- Experience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems. Preferred 3 years
- Experience updating portfolio project management tools and management of state level major information resource project information. Preferred 3 years
