Scope:The Teachers’ Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems.The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution to support scalable, secure, and efficient operations.
Experience:
- System & Cloud Modernization: Proven experience gathering and mapping business requirements during large-scale enterprise cloud migrations (Azure preferred) and core platform modernizations.
- Legacy System Analysis: Expertise in dissecting complex legacy applications to extract business rules and map them to modern target architectures.
- Process Re-engineering: Demonstrated track record of identifying manual bottlenecks and legacy workarounds, transforming them into automated, low-error workflows that improve turnaround times and user satisfaction.
- Document Management Solutions: Experience defining requirements for modern, enterprise-wide document storage, capture, and workflow management systems to reduce fragmentation.
- Governance & SDLC Mastery: Hands-on experience working within structured SDLC frameworks and defined Project Charters in environments where resources balance legacy maintenance with concurrent modern builds.
- Stakeholder & Security Focus: Ability to lead Joint Application Design (JAD) sessions, manage User Acceptance Testing (UAT), and ensure solutions align with strict security, accessibility, and operational resilience standards.
Responsibilities:
Process Analysis and Documentation
- Engage with business units to understand operational workflows, pain points, and improvement opportunities.
- Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
- Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
- Facilitate discussions to define future state processes aligned with organizational goals.
Requirements Gathering and User Story Development
- Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
- Ensure requirements are complete, consistent, testable, and aligned with business priorities.
- Collaborate with product owners, developers, and stakeholders to refine and validate requirements.
Testing and Quality Assurance
- Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
- Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
- Document defects, track resolution progress, and verify fixes.
- Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.
Stakeholder Collaboration and Communication
- Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
- Communicate project updates, risks, and issues clearly and proactively.
- Support change management activities by contributing to training materials, documentation, and user guidance.
