Job summary

ArnAmy, Inc. is seeking a Business Analyst 3 to support a major Medicaid IT modernization project in Texas. The role focuses on coordinating with vendors, documenting requirements, and overseeing system analyses and testing to ensure alignment with business strategies.

The candidate will help define solution options, assess risks, and prepare cost-benefit analyses while ensuring traceability from requirements to deployment within an integrated federal/state program.

Qualifications

• Experience coordinating with outside vendors and managing project artifacts.
• Experience developing and reviewing requirements, test cases, traceability, and technical specs.
• Ability to analyze systems, troubleshoot problems, and support solution implementations.
• Manage project scope, acceptance, deployment, and system integration testing.

Business Analyst 3 and the specifications outlined in this document for the above-named customer.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Working on a major system modernization project for building a new Medicaid application. The Worker will be a part of the team responsible for providing project and product oversight of the Medicaid IT-Contracted Systems efforts, integrated projects, and support of dependent efforts. The Worker will support and provide oversight of documentation and delivery of application functionality as part of the Medicaid IT-Contracted systems applications team. The Worker will assist in creating processes and documentation to ensure a consistent understanding and approach to align with the agency direction for an integrated solution.

• Manage a project’s scope, acceptance, and deployment, and monitor system integration and user acceptance testing
• Identify a project’s potential risks and difficulties and design strategies to mitigate or avoid them
• Perform the analysis of HHS policies, procedures, and standards to determine their effect on automated systems and system functional areas
• PreferredExperience using TFS/ADO to create, manage, and maintain requirements throughout the development lifecycle
• PreferredWorking in an Agile environment (preferably SAFe)
• PreferredExperience using Microsoft products, such as MS Office, SharePoint, and Copilot
• PreferredDemonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations; knowledge of business rules engines and workflow orchestration; familiarity with cloud-based solutions preferred
• PreferredExperience and knowledge of Texas HHSC processes as well as Texas Medicaid and CHIP systems
