Job Description

Our client is launching its first enterprise-level Grants Management Solution, a high-profile initiative that will standardize and modernize the way state agencies administer grants. Today, approximately 25+ agencies administer over 4,400 grants through disparate processes, tools, and technologies. This project will consolidate those efforts into a single unified software solution with an initial roll-out to 10 state agencies.

Duration: 12 months to start

Responsibilities
  • Elicit and document detailed business, functional, and nonfunctional requirements across state agencies
  • Analyze existing grant-related processes and tools to identify opportunities for standardization
  • Translate complex requirements into clear process flows, user stories, and documentation
  • Evaluate vendor solutions to determine configurability and standard features, communicate limitations, and suggest standards
  • Act as liaison between business users, technical teams, and vendors to ensure alignment
  • Support change management, user adoption, and training needs
  • Assist in testing, validation, and user acceptance processes
  • Develop governance plans and frameworks for enterprise-wide changes
  • Create a repeatable onboarding playbook for new agencies
Required Experience
  • 7+ years in business analysis with large-scale tech implementations
  • Experience with public sector grants processes (application, review, award, monitoring, reporting)
  • Experience implementing standardized enterprise solutions across disparate systems
  • Success with COTS/SaaS platforms
  • Experience coordinating with multiple government agencies or stakeholders
  • Vendor solution evaluation and configuration experience
Required Skills
  • Strong analytical, conceptual, and critical thinking skills
  • Ability to lead discovery workshops and facilitate stakeholder consensus
  • Stakeholder management and facilitation skills
  • Ability to balance detailed requirements with enterprise strategy
  • High initiative, ownership, and communication skills
  • Proficiency with analysis tools (Microsoft Office, JIRA, Confluence, Visio, Miro, etc.)
Preferred Qualifications
  • Familiarity with government or nonprofit organizations
  • IIBA CBAP or similar certification
  • Bachelor’s or Master’s in business, public administration, or related fields
Additional Considerations

The scope may evolve, and documentation of work is required. The engagement lasts up to 12 months, with work during core hours (8 AM to 5 PM ET). Remote work is possible with own equipment, and confidentiality and background checks are required.
