Business Analyst – User Acceptance Testing (UAT)

Location: Harrisburg, PA (Hybrid – In-office at least one day per week) Position Type: Contract

Overview

We are seeking a Business Analyst (BA) with strong User Acceptance Testing (UAT) experience. This role involves full lifecycle business analysis, with a focus on requirements gathering, UAT execution, and deployment support. The ideal candidate will have experience working in health-related programs, strong writing and facilitation skills, and the ability to work effectively in Agile environments.

Key Responsibilities

User Acceptance Testing (UAT):

  1. Lead and facilitate UAT efforts, including writing detailed test scripts, executing test plans, and validating results.
  2. Ensure testing aligns with business and system requirements, identifying and documenting defects.

Requirements Gathering & Documentation:

  1. Work closely with stakeholders to gather, document, and refine business requirements.
  2. Develop detailed test plans, requirements documentation, and RACI matrices.

Business Process & System Analysis:

  1. Evaluate existing systems and processes, recommend improvements, and document business rules.

Training & Facilitation:

  1. Develop and deliver training content, presentations, and documentation for end users and stakeholders.
  2. Assist in facilitating Business Requirements (BR) sessions, training, and daily check-ins.

Collaboration & Communication:

  1. Work closely with cross-functional teams, including developers, testers, and business stakeholders, to ensure successful project execution.

Testing in Agile Environments:

  1. Conduct Operational Readiness Testing (ORT) and UAT in an Agile setting.

DevOps Tools & Testing Frameworks:

  1. Use tools like MS Team Foundation Server (TFS), Azure DevOps, and Microsoft Test Manager to manage test cases and track defects.

Required Skills & Qualifications

  1. Minimum 5 years of experience as a Business Analyst with a strong UAT background.
  2. Experience in writing test scripts, executing test cases, and validating test results in a structured environment.
  3. Familiarity with Enterprise Data Warehouse (EDW), Cognos, or other data analytics platforms (preferred but not required).
  4. Strong writing skills with experience developing test cases, training materials, presentations, and business documentation.
  5. Familiarity with Department of Human Services (DHS) systems is a plus (CIS, COMPASS, eCIS, MCI, CHIP CAPS, PELICAN, HCSIS, CWIS, etc.).
  6. Strong Software Development Lifecycle (SDLC) knowledge and experience in Agile environments.
  7. Policy QA experience – reviewing federal, state, and local policy changes and making recommendations (preferred).

Technical Skills:

  1. Testing Tools: Selenium (preferred), Microsoft Test Manager, Azure DevOps, TFS
  2. Data & Reporting Tools: Cognos, Tableau (preferred)
  3. Business Documentation: RACI Matrices, Requirements Documents, Test Plans, Use Cases

  1. No Corp to Corp. Selected candidate must be brought on as a W2 employee of Momentum, Inc.
  2. Consulting vs. Direct Employment: Please clearly distinguish between consulting engagements and direct employment in resumes if applicable.
  3. Writing Samples Required: Candidates should provide samples such as presentations, test scripts, test plans, or other relevant documentation.
  4. Local Candidates Preferred: This role requires at least one day per week onsite in Harrisburg, PA, with the potential for more frequent in-person meetings.
