Job summary

City of Baltimore is seeking an Operations Specialist I to apply management principles to improve operational activities and budgetary processes within the agency.

Responsibilities include prioritizing maintenance projects, overseeing contracts from start to finish, processing bids, and preparing expenditure reports to support program administration. A Maryland Class C license is required, with 5 years’ experience in related work.

Qualifications

• Education: have graduated from an accredited high school or possession of GED certificate.
• Experience: five years' experience in overseeing building construction and maintenance work including experience in reviewing contract drawings and plans, specifications and preparing cost estimates.
• Licenses, Registrations, and Certificates: have a valid Maryland Class C Noncommercial driver’s license or an equivalent driver’s license and be eligible to obtain a Baltimore City driver's permit.
• Provisional driver’s licenses are not acceptable.

Responsibilities

• Prioritizes building maintenance projects based on Departmental priorities and project cost/benefit analysis to achieve the most efficient and effective utilization of the Department's maintenance budget.
• Conducts oversight of projects from start to finish including meeting initially with contractors and evaluating work to ensure satisfactory completion.
• Process all bids, quotes, and requirements in accordance with fiscal practices and policies.
• Performs and maintains a comprehensive analysis of Departmental facilities with suggestions on long and short term maintenance requirements.
• Prepares expenditures status reports for program administration and evaluation. Maintain project progress for planning and expenditure control.
• Ensures communication and coordination among all in house working parties, contractors, BCRP staff.
