Building Manager – Office of Facilities Management

(Pending availability of funds and Board of Education approval)

The Superintendent invites qualified and interested persons to apply for the position of Building Manager within the Office of Facilities Management.

Qualifications And Requirements
  • Provide certification documentation pursuant to NJAC 18A: 17-51. The Board of Education requires permanent applicants for a buildings and grounds supervisor position to provide documentation that they are a certified educational facilities manager.
  • Graduation from an accredited college with a Bachelor's degree preferred and/or an appropriate combination of technical education, facilities management certification and appropriate boiler licenses and environmental certifications as determined by the Executive Director of Facilities.
  • Five (5) years of experience in engineering and business practices management involving supervision of skilled trades, custodial and technical personnel with a minimum of three (3) years in either discipline within a large school complex, industrial, institutional or government facility or campus exceeding 500,000–1 million square feet.
  • Good health and freedom from disabling physical and mental defects that would impair performance of the required duties or jeopardize safety.
  • Possession of a valid New Jersey driver’s license if operation of a vehicle is necessary for essential duties.
Basic Functions And Responsibilities
  • Plan, organize, coordinate, assign direction, provide training and conduct work reviews of assigned staff and outside contractors; participate in performance evaluations, interviews, hiring, and coordination of assigned work.
  • Develop hands‑on training programs for custodial staff to ensure current custodial methods, supplies, equipment and safety procedures.
  • Manage a custodial program providing daily maintenance and repair activities; conduct quality inspections, enforce uniform work standards and continuous improvement.
  • Maintain procedural support for custodial operations; assess effectiveness and recommend improvements.
  • Report need for major repairs/maintenance to Facilities staff.
  • Estimate materials, tools and equipment for work assignments; order and procure supplies from vendors; prepare cost estimates for jobs.
  • Ensure servicing and availability of test equipment and hand and power tools; manage inventory and order supplies as required.
  • Under the direction of the Executive Director or designee, assume managerial charge of non‑educational financial, administrative, building code compliance, life safety, engineering, and maintenance and custodial operations of a major school building grouping.
  • Supervise and evaluate performance of major section heads; oversee project management staff and major renovations as needed.
  • Establish security and safety objectives, construction and renovation schedules, and coordinate Newark Board of Education standards and procedures for preventive maintenance scheduling, contract management, and project oversight.
  • Develop, implement and monitor policies for computerized maintenance management, work request and control procedures, technical drawings and manuals, energy management, space use, furniture standards, vehicle parking, and administration of all site contractors and vendors.
  • Prepare the operational budget request for the major building grouping; ensure fiscal conformance to the approved budget; control overtime and staff resources.
  • Maintain effective client relations within assigned buildings, including interaction with Assistant Superintendents and principals.
  • Ensure compliance with applicable regulations governing purchasing and accounting functions, as well as all safety, fire, and building codes.
  • Plan, organize, and assign work; evaluate employee performance and conduct; recommend hiring, firing, promotion, and discipline of subordinates.
  • Maintain formalized training programs for all phases and functions of building operation.
  • Initiate and maintain all specification, policy, and procedure manuals as directed.
  • Provide twenty‑four (24) hour coverage for emergencies or situations requiring personal presence; delegate responsibilities when absent.
  • Assume all phases of managerial control of assigned buildings, including administration, engineering, maintenance, custodial and security.
Knowledge And Abilities
  • Demonstrate familiarity with software and technology; will train staff in use of handheld devices and the District’s work order system.
  • Lift over 50 lbs and assist with hands‑on tasks during emergencies.
  • Troubleshoot problems and provide technical assistance to staff.
  • Contribute to unit efficiency by offering suggestions and active team participation.
  • Understand management systems involving planning, staffing, directing, and controlling personnel.
  • Apply planning factors and techniques for budget preparation and fiscal accountability.
  • Know regulations including safety, fire, building codes, lead paint and water protocols, IAQ, radon, mold, IPM, ADA, sanitation codes, swimming pool operation, substandard space, and N.J.A.C. 6A: 26.
  • Understand electronic and mechanical operating systems such as HVAC, geo‑thermal, security systems, elevators, generators, roofing, electrical distribution, fire alarms, plumbing, PA systems, and commissioned controls.
  • Formulate, establish, and communicate goals, objectives, and policies.
  • Direct supervisory personnel to meet established goals and objectives.
  • Interpret building layouts, drawings, specifications, and associated documents.
  • Communicate effectively, orally and in writing, to superiors, subordinates, building tenant staff, visitors, and others as necessary.
  • Analyze operating and financial statistics and reports to evaluate budgetary conformance and identify improvement areas.
  • React to emergencies ensuring organized evacuation, maintenance of critical building systems, and security against intrusion.
  • Use electronic and manual recording and information systems.
  • Speak, read, write and understand English sufficiently for the duties of this position.
