Job Overview

Performs routine to complex building inspections to ensure compliance with plans, specifications, and codes; reviews plans for compliance; investigates violations; detects deviations from approved plans; and performs related work.

Class Characteristics

The Building Inspector II performs full-range inspections, including more complex tasks, and requires certification. Employees work independently, exercising judgment and initiative, and communicate effectively with diverse stakeholders.

Supervision

Receives general supervision from the Building Official; no direct supervision exercised.

Examples of Duties
  1. Conduct inspections for compliance during all construction phases.
  2. Review non-structural plans for accuracy and compliance.
  3. Investigate violations, issue stop-work orders, and enforce codes.
  4. Review energy calculations for compliance.
  5. Perform final inspections and issue occupancy certificates.
  6. Communicate with developers, contractors, and the public regarding permits and codes.
  7. Prepare inspection reports, testify in court, and maintain records.
  8. Coordinate with other agencies to ensure code compliance.
  9. Represent the City in meetings and attend public hearings.
Knowledge and Skills
  • Building construction principles and safety standards.
  • City codes, regulations, and ordinances.
  • Construction methods, materials, and tools.
  • Engineering principles and mathematical concepts.
  • Inspection documentation and report writing.
  • Computer applications and mobile inspection tools.
  • Customer service and effective communication.
Minimum Qualifications

Education: High school diploma or equivalent; college coursework is desirable. Certification with ICBO/ICC is required.

Experience: Three years of full-time building inspection with a public agency or six years of relevant journey-level experience. An Associate degree in Building Construction/Inspection Technology may substitute for one year of experience.

Licenses and Certifications

Must possess and maintain a B2-Commercial Building Inspector certification from ICC or equivalent. Within 18 months, obtain M1-Residential Mechanical, E1-Residential Electrical, and P1-Residential Plumbing Inspector certifications from ICC or equivalent.

Working Conditions and Physical Demands

Work is performed indoors and outdoors, often in inclement weather or hazardous conditions. Must be able to lift up to 50 pounds, climb ladders, and perform physical inspections.
