Under the supervision of a Building Inspection Supervisor, the Building Inspector will provide professional and technical inspection services for residential, commercial, and industrial construction to ensure compliance with building codes and related ordinances and will provide information and assistance to contractors, developers, and the public regarding building codes and inspection requirements.

The Building Inspector is a flexibly staffed position and may be filled at either the Building Inspector I, Building Inspector II, or Senior Building Inspector level at the discretion of the department, based upon the expertise of the candidate. This recruitment will establish an Eligibility List for the Building Inspector I/II/Senior position, which will expire on 5/5/2026.

- Building Inspector I salary: $58,489.60 - $91,956.80 annually

- Building Inspector II salary: $67,433.60 - $106,038.40 annually

- Senior Building Inspector salary: $79,019.20 - $124,321.60 annually

Your Impact:

• Inspects structures, grading, landscaping, and building structural, electrical, plumbing, and mechanical systems for compliance with applicable codes, standards, and regulations.
• Checks structural dimensions, grading, concrete and asphalt installations, utility systems, and paving during construction and upon completion.
• Reviews construction permits, plans, and specifications to enforce applicable codes and ordinances, with assistance from senior staff on more complex technical questions.
• Consults with contractors/property owners regarding non-compliance with codes and standards.
• Provides technical advice and recommends changes to projects to achieve compliance with codes and standards.

In addition to the above duties, Senior Building Inspectors may also be responsible for the following:

• Leadership and Mentoring: Provide work direction and guidance to junior staff, including assigning tasks or monitoring performance. Set an example for junior staff by performing all duties with humility, integrity, empathy, passion, and innovation.
• Policy and Procedure Implementation: Contribute to the effective and efficient implementation of inspection policies and procedures.
• Advanced Field Inspections: Conduct advanced technical inspections of buildings and related projects, including complex structural, electrical, plumbing, and mechanical systems.
• Training and Development: Deliver training materials and presentations for both staff and the public on inspection processes, procedures, and requirements.

Minimum Qualifications - Building Inspector I

• High school diploma or equivalent, supplemented by technical course work construction technology or construction inspection field with some construction inspection experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Possession of International Code Council (ICC) certification as a Building Inspector is required prior to completion of the probationary period and is a condition of continued employment in this classification.
• Possession of, or ability to obtain, a valid California driver's license.

Minimum Qualifications - Building Inspector II

• Associate's degree in a construction technology or construction inspection field.
• Two years of construction inspection experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Possession of registration as a Certified Inspector in two or more disciplines is required.
• Possession of, or ability to obtain, a valid California driver's license.

Minimum Qualifications - Senior Building Inspector

• Associate's degree in a construction technology or construction inspection field.
• Five years of construction inspection experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
• Three (3) International Code Council (ICC) Inspection certifications required.
• Possession of, or ability to obtain, a valid California driver's license.

Your Team

The Community Development Department plans, implements, and enforces construction development standards and performance criteria that facilitate the creation and maintenance of a built environment that is safe, vibrant, and aesthetically pleasing. The department consists of two primary divisions -Planning & Development Services and Building & Safety -with support functions for each provided through the Community Development Assistance Center.

The Community Development Assistance Center (CDAC) acts as a one-stop shop for businesses, developers, and anyone interested in development projects in Irvine. They provide information and resources to help people make informed decisions about building, expanding, or altering structures in the City. The CDAC also facilitates the submittal and processing of planning and permit applications, as well as the processing and issuance of business licenses.

Planning & Development Services oversees current and long-range development planning for the City. The division develops, maintains, and implements the General Plan and Zoning Ordinance policies and standards, including the adopted Traffic Study Guidelines and other planning documents. The division is responsible for reviewing and processing all development applications and permits, reviewing and analyzing all transportation-related issues for development projects, assisting residents, businesses and developers on all land use and transportation-related planning and zoning inquiries, and coordinating regional and interagency planning efforts.

Building & Safety (including the Water Quality and Code Enforcement sections) ensures that development in the City of Irvine is designed, constructed, used, and maintained in accordance with the Irvine Municipal Code, California Building Codes, and federal water quality standards. The division is responsible for reviewing and approving grading and building permit applications and associated construction documents, and for inspecting the permitted construction for conformance with the approved plans. The Code Enforcement section responds to and investigates concerns from the public regarding potential code violations, including unpermitted construction, property maintenance, unpermitted signs, and more.
