CURRENT VACANCY:One full-time position with full benefits in the Development Services Department.

REPORTING SCHEDULE: 12 months per year; 10 hours per day; 4 days per week (Monday through Thursday; 7 a.m. to 6 p.m.).

SALARY:Listed salary amounts indicate the first and last steps of the range for the position.

PROBATIONARY PERIOD:12 months of paid service.

  • Pre-Construction and Site Inspections

    • Inspect sites and buildings prior to construction or alteration for feasibility, compliance, and permit validity.
    • Conduct on-site inspections during construction or repair to ensure adherence to safety and construction codes.
    • Perform periodic inspections of construction projects requiring local permits.
    • Enforce building, zoning, mechanical, plumbing, electrical, housing, disabled access, and energy conservation codes, including state and local regulations.
  • Plan Review and Permitting

    • Review plans and specifications for compliance with applicable codes and regulations.
    • Issue permits (e.g., building, plumbing, electrical) and certificates of occupancy.
  • Complaint Investigation and Resolution

    • Investigate and resolve complaints related to construction or permits.
    • Issue correction notices, violations, or stop-work notices for non-compliance and maintain detailed records for potential legal actions.
  • Advisory and Educational Support

    • Provide guidance to property owners, contractors, architects, and engineers on construction standards, methods, and compliance requirements.
    • Interpret and explain codes, regulations, and inspection programs to stakeholders.
  • Collaboration and Meetings

    • Work with other departments such as Planning, Public Works, Code Enforcement, and Fire.
    • Attend meetings and stay updated on construction and inspection trends.
  • Documentation and Reporting

    • Prepare and maintain records, reports, and digital/paper files on inspections and plan check activities.
  • Safety and Compliance

    • Follow City and mandated safety protocols and regulations.
  • Additional Duties

    • Perform other tasks as assigned to support the department's operations.

Education:

  • Building Inspector I/II: Equivalent to completion of the twelfth (12th) grade.

Experience:

  • Building Inspector I: Two (2) years of responsible journey level experience in relevant trades or as a contractor in a variety of construction activities.
  • Building Inspector II: Three (3) years of increasingly responsible experience performing municipal building inspections of residential and commercial structures, or five (5) years of experience in the building inspections profession.

Licenses and Certifications:

  • Building Inspector I and II: Possession of a valid California Driver’s License, to be maintained throughout employment.
  • Building Inspector I: Possession of, or successful acquisition within 12 months of appointment, a valid International Code Council (ICC) Building Inspectors Certification, to be maintained throughout employment.
  • Building Inspector II: Possession of a valid International Code Council (ICC) Building Inspectors Certification, to be maintained throughout employment.
  • Building Inspector II: Possession of two (2) other valid International Code Council (ICC) certifications, to be maintained throughout employment.

Knowledge of:
  • Construction and Inspection Standards

    • Building construction principles, materials, techniques, and safety standards for commercial, industrial, and residential buildings.
    • Building, plumbing, electrical, mechanical, energy, accessibility, and housing codes.
    • Proper field inspection methods, tools, and procedures.
    • Characteristics of common construction materials.
    • Local zoning, occupancy, and health and safety ordinances.
  • Regulations and Compliance

    • Federal, state, and local laws, regulations, and codes related to building inspection and construction.
    • Permit request, application, and issuance procedures.
    • City and mandated safety rules and protocols.

    • Automated and database tracking systems for inspections and permits.
    • Records management and file maintenance practices.
    • Basic mathematics for inspections and measurements.
    • Effective customer service techniques for interacting with the public, contractors, and City staff.
    • Modern business tools, including computers and relevant software programs.

    • English language rules, including grammar, composition, and spelling.

  • Field Inspection

    • Mobility to navigate various site conditions, including uneven or slippery surfaces.
    • Physical ability for light to medium work, including sitting, standing, walking, bending, twisting, kneeling, and climbing ladders.
    • Strength and stamina to lift, carry, push, and pull materials averaging 40 pounds or heavier with proper assistance or equipment.
    • Vision to inspect site conditions and ongoing work; ability to operate motor vehicles for site visits.
    • Frequent exposure to operational areas and potential hazards, including hazardous materials at some locations.
Work Environment
  • Moderate noise levels, controlled temperatures, and no direct exposure to hazardous substances.
  • Exposure to loud noise, extreme temperatures, inclement weather, road hazards, vibrations, confined spaces, and hazardous substances such as chemicals, fumes, and mechanical or electrical hazards.
  • May involve dealing with upset staff, public, or private representatives while interpreting and enforcing policies and procedures.
