Job description

The City of Monticello is currently accepting applications for a full-time combination building inspector/fire inspector. The City of Monticello offers an excellent benefit package with free single health and dental coverage with a generous HSA, immediate PTO, and 12 paid holidays.

General Statement of Duties: Performs skilled administrative and fire and building inspection work including enforcement of building, fire, plumbing, mechanical, energy and zoning codes and public nuisance regulations and ordinances; manages the fire inspection program; performs related duties as assigned.

Supervision Received: Works under the general supervision of the Chief Building Official.

Supervision Exercised: None.
  • Assists the Chief Building Official in application and enforcement of the Minnesota State Building Code, Fire Code, Plumbing Code, Mechanical Code, and local ordinance.
  • Manages and administers the fire inspection program; serves as the city’s fire inspector.
  • Leads and coordinates the inspection of automatic fire sprinkler systems, and elements of a fire prevention and protection system throughout the City, including existing commercial/industrial occupancies, working cooperatively with building owners and managers, including issuing violation notices, performing follow-up inspections, and maintaining inspection records.
  • Works jointly with the Chief of the Fire Dept and Department of Building Safety and Code Enforcement to review and make recommendations on building construction plans for fire code compliance, including fire suppression and detection, smoke evacuation and other fire and life safety protection features.
  • Develops and maintains fire pre-plans for commercial/industrial/institutional structures within the City of Monticello.
  • Inspects residential and commercial buildings and landscaping for compliance with codes and ordinances.
  • Issues orders, notices, and citations when necessary to enforce building and/or fire codes and zoning ordinances.
  • Conducts field inspections of grading and erosion control plans on building sites to ensure compliance with development requirements and other natural resource regulations; refers difficult erosion control problems to engineering.
  • Assists Community Development in conducting field inspections of developer agreements, zoning ordinances, tree preservation and other conditions of approval.
  • Conducts inspections, researches, and prepares enforcement notices as necessary to enforce City Public Nuisance Ordinances.
  • Conducts inspections and prepares enforcement notices as necessary to enforce Zoning Ordinances.
  • Reviews residential and commercial plans to ensure compliance with applicable codes, standards, and ordinances.
  • Reviews change in use forms and sign permit applications.
  • Writes compliance orders when necessary, conducts re-inspections and implements enforcement actions as needed.
  • Prepares records and reports of all inspections made and actions taken.
  • Conducts investigations to resolve building and/or fire, zoning, erosion control and nuisance code complaints.
  • Conducts field inspections on vacant buildings and damage to buildings.
  • Conducts rental housing inspection to enforce City ordinance and international property maintenance codes.
  • Answers questions and provides information interpreting codes and ordinances related to plan review and inspection issues.
  • Meets with contractors, owners, architects, engineers, and other inspectors regarding compliance with codes and ordinances.
  • Verifies work permits, certifications and licenses of persons engaged in construction work.
  • May prepare and present Council agenda items.
  • Assists in drafting or revising ordinances.
  • Keeps current on codes, standards, technical advances, and code amendments.
  • Considerable knowledge of State and local building and fire codes, ADA and HUD requirements pertaining to building materials and how codes apply to construction practices.
  • Considerable knowledge of zoning laws, ordinance requirements and procedures pertaining to the application approval process.
  • Considerable knowledge of City nuisance codes and erosion control best practices.
  • Considerable knowledge of accepted construction practices.
  • Considerable ability to apply codes and ordinances to specific situations and enforce in a consistent and impartial manner.
  • Considerable ability to inspect, advise, and monitor construction and landscaping for purposes of code and regulation compliance.
  • Considerable ability to coordinate and prioritize the work with multiple parties and deadlines.
  • Considerable ability to evaluate site plan design including construction or alteration of sewer, water access, grading, erosion control and storm water drainage systems on private property grading and drainage.
  • Considerable ability to interpret blueprints and plans involving architectural, structural, mechanical, plumbing, and engineering designs.
  • Considerable ability to remain current on code amendments and relay that information to staff.
  • Considerable ability to utilize computer technology applicable to the Division.
  • Considerable ability to analyze and apply codes, ordinances, and regulations to specific situations.
  • Considerable ability to develop effective working relationships and to communicate effectively both orally and in writing, including making presentations.
  • Working ability to work in unfinished structures and in unsafe or uncomfortable surroundings.
WORK ENVIRONMENT
  • Work is split between a standard office environment and assignments requiring travel out of the office performing inspections some of which are at construction sites.
  • Exposure to inclement weather conditions and construction site hazards such as dust and dirt, equipment noise, chemicals, and fumes.
PHYSICAL REQUIREMENTS NECESSARY TO PERFORM THIS JOB
  • Hear and speak effectively to communicate in person or by phone with city staff, the general public and home/business owners.
  • Visual acuity to read computer screens and printed documents for long periods of time.
  • Ability to stand and walk for long periods of time.
  • Sit or stand at desk for long periods of time.
  • Manual dexterity to type on a keyboard and use a computer mouse. Perform manual tasks such as handwriting and searching through documents.
  • Climbing ladders and scaffolds, walking on roofs, crouching, kneeling, bending, stooping, reaching, grabbing, walking on rough terrain, frequently getting in and out of a vehicle, and working at heights of over 10 feet.
  • Required to lift and carry objects up to 20 pounds.
MINIMUM QUALIFICATIONS
  • Must have high school diploma or equivalent with additional post-secondary coursework in related field plus, 1 year of building inspector experience including inspection and plan review of residential, commercial, and industrial properties.
  • Must possess and maintain certification by the State of Minnesota as a Limited Building Official.
  • Must complete Fire Inspector I course within 1 year of hire or promotion.
  • Must possess and maintain a valid Minnesota Class D driver’s license with satisfactory driving record.
DESIRED QUALIFICATIONS
  • Fire Inspection I & 2 certifications.
  • Building Official certification.
  • Fire inspection experience.
