Position Summary: This position performs administrative, budget and technical duties, is responsible for the enforcement of City codes and ordinances for building occupancy, and administers zoning, subdivision regulations, private wastewater (septic) regulations and code enforcement. Promotes public safety. Perform intermediate professional work in the handling of a variety of planning assignments: does related work as required. Employee should possess excellent supervisory, organizational, public relations and communication skills.
Section II: Essential Duties of the Job.
• Follows the City’s adopted codes in reviewing applications for building, electrical, plumbing, mechanical, sign, land, fences, outbuildings, and special use permits;
• Performs on-site inspections for: light frame residential, footings, walls, under slab, building, electrical, plumbing, mechanical, sign, land, fences, outbuildings, and final inspections.
• Computes building permit fees;
• Reviews plot plans, blueprints, construction detail sketches and specifications for compliance with codes and ordinances;
• Provides information to contractors, developers
• Enforces and maintains compliance with all Federal, State, and local laws and ordinances.
• Prepares and completes reports as requested.
• Receives and investigates public inquiries.
• Reviews plans, specifications and permit applications for construction projects in order to assure compliance with adopted building, plumbing, electrical, mechanical, private wastewater and fire codes as well as zoning restrictions and other related codes and ordinances.
• Enforces City codes and ordinances pertaining to construction and building trades, private wastewater, property maintenance, Right-of-Way and the fire and life safety codes.
• Performs on-site inspection of footings, foundations, framing electrical, plumbing, mechanical and private wastewater systems and construction for all necessary code fulfillment.
• Issues permits and licenses as required.
• Issues violation notice or stop-work order when code violations are determined.
• Prepares reports and resolutions relative to condemnations, parking, nuisance violations and other issues.
• Attends preconstruction conferences with architects, engineers, developers, and contractors to better ensure compliance with City codes.
• Monitors progress on all new construction and renovation projects or permits issued.
• Ensures ADAA (Americans with Disabilities Act as Amended) compliance for all construction projects within the City of Wellsville, Ks.
• Assists in monitoring and administering the City floodplain regulations.
• Enforces various code and ordinances; inspects properties; maintains records; prepares reports. Works with homeowners, property owners, business owners, and other parties to resolve issues and ensure compliance with City codes.
• Regularly surveys the City for code violations including zoning matters, minor building codes, property maintenance, excessive vegetation, inoperable vehicles, and other similar issues; performs inspection and follow up.
• Responds to citizen complaints by phone, email, letter or in person.
• Issues citations that describe violations. Consults with citation recipients on how to resolve violations or next steps in adjudication of the violation.
• Obtains and prepares information that may be used as evidence; prepares documentation for and testifies relative to legal actions when necessary.
• Regularly surveys the City for code violations including zoning matters, minor building codes, property maintenance, excessive vegetation, inoperable vehicles, and other similar issues; performs inspection and follow up.
• Prepares correspondence regarding permits or violations; enters correspondence and findings.
• Responds to citizen complaints by phone, email, letter or in person.
• Performs all other related tasks as required.
• Represents the City in meetings as a representative of the City as needed and required and directed by City Council.
• Prepares documents and testimony and attends Municipal Court for trials. Prepares packets of information for City Attorney and Municipal Judge on each citation.
• Oversees work performed by outside contractors hired to abate code violations.
• Performs all other related tasks as required.
• Maintains accurate and complete records of department activities and records relating to zoning, platting, sign permits, and other permits issued by the Department.
• Prepares reports and memorandums to City Council and other City departments to provide updates of progress of different projects.
• Supports City Council and attends meetings.
• Reviews and prepares amendments to the Zoning Ordinance, sign ordinances, business regulations, codification, etc.
• Prepares bills for payment including coding, verifying invoices, and approving payments against project work.
• Coordinates with other department heads for construction projects.
• Reviews and monitors construction projects and contractors progress.
• Coordinates with City Council on language for ordinances.
• Assist with snow removal during inclement weather.
• Performs all other related tasks as required.

This employee is responsible for the safe operation of department equipment.

This employee must be able to operate computers, department vehicles, electrical testing equipment, copiers, and other office equipment. The ability to interpret building codes and regulations, to prepare reports, to understand and anticipate problems, and to understand written instruction, reports, and proposals, specifications, blueprints, schematics, and code book(s) is required. This employee should possess a strong mechanical aptitude, and effective public relations, organizational, oral and written communication skills.
Education, Formal Training and/or Certification Required
• High school diploma or GED
• Valid Class A CDL or ability to obtain such within 6 months of hire
• Successful completion of ICC Certification for Residential Building Inspector within 12 months of hire
• ICC Certification for Residential Building Inspector and Property Maintenance Inspector (for Building Inspector II only)
• ICC Certification for Residential or Commercial Plan Review (for Building Inspector III)
• At least two of the following ICC Certification: Commercial Electrical, Plumbing or Mechanical Inspector (for Building Inspector II)
Experience
• Building Inspector I: One year of similar or related experience in plumbing, electrical or building is required
• Building Inspector II: Three years of similar or related experience in plumbing, electrical or building is required; Meet or exceed all Building Inspector I requirements
• Building Inspector III: Six years of similar or related experience in plumbing, electrical or building is required; Meet or exceed all Building Inspector II requirements
