Job description


The City of Idaho Falls is accepting applications for a Building Inspector. This position performs a variety of task performance and other assigned duties related to building inspections for the City of Idaho Falls residential and commercial structures for conformity to established codes and regulations.


Conducts inspections before, during, and after construction to ensure that the building and construction site complies with safety, structural, and building code regulations. Inspects new and existing buildings for compliance with city and state adopted codes and amendments. Effectively communicates with licensed contractors and the public verbally and in writing clarifying building code requirements and violations.

Reviews approved construction documents and performs required building code inspections. The following inspections may include but are not limited to footings, foundations, floor, wall and roof framing, energy code compliance, drywall, fire and life safety, and final inspections to insure conformity with building, fire, and safety regulations. The applicant should have an advanced knowledge of construction and engineering, the ability to make difficult decisions, and can make clear decisions based on their knowledge and understanding of Building and related codes.

Inspects existing structures for building code violations and issues violation notices and stop-work orders under the direction of the building official.

Obtains and maintains a residential/commercial building inspector certification through the International Code Council and works with the building official and other department personnel to achieve an understanding of the current adopted building codes and other state and local code amendments.

Investigates alleged code violations; determines whether a violation exists, and, if so, initiates proper Departmental procedures to report findings; prepares certification of inspection.

Performs projects of a special nature, such as energy audits or technical studies.

Performs related duties as required.1. Education and Experience:
A. Graduation from junior college with an associate degree in building technology, building inspection or a related field; and two (2) years of Journeyman-level experience in the field of building construction, one (1) year of which must have been as a Building Inspector.ORB. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:

Thorough knowledge of international building, residential, property maintenance and energy conservation codes; thorough knowledge of building methods and techniques; thorough knowledge of building materials, including quality and ability of the same to meet code specifications; working knowledge of custom software related to code compliance and permit administration; interpersonal communication skills; working knowledge of City zoning ordinance.

Skill in the use of various hand tools common to the inspection functions, i.e., ladders, tape measures, slope meters, etc.

Ability to interpret codes accurately and equitably; ability to read and analyze construction blueprints; ability to analyze permanent structures in determining conformity to established codes; ability to develop effective working relationships with the public, fellow workers, and Supervisors; ability to communicate effectively, verbally and in writing.

3. Special Qualifications:

Must possess a valid Idaho driver’s license. Must become a certified ICC Residential Building Inspector within 6 months form date of hire and a certified Commercial Building Inspector within 1 year of date hire.

Tasks Functions of the position generally performed in a controlled environment, but subject to all seasonal and weather extremes. Various levels of mental application required, i.e.; memory for details, emotional stability, discriminating thinking, creative problem solving. Works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. Continuous use of motor skills.
