Job summary

City of Boulder is seeking a Building Inspector to perform combination inspections under the International Building Codes for construction, alteration and repair of buildings to ensure compliance with adopted codes and ordinances. You will also conduct plan reviews related to your area of expertise.

Under minimal supervision, you will enforce codes, inspect all phases of construction, notify applicants of violations, maintain inspection logs, and provide testimony in enforcement matters as

Qualifications

  • High school diploma or GED required.
  • Associate degree in construction technology or related field preferred.
  • Colorado Journeyman or Master Electrician License required.
  • ICC Commercial Combination Inspection Certification required or obtained within one year of hire.
  • Valid driver’s license required.

Responsibilities

  • Enforces the City’s construction codes across construction phases to ensure compliance.
  • Inspects building construction (structural, mechanical, electrical, energy, plumbing) for code compliance.
  • Reviews permit applications and construction documents for conformity with city codes.
  • Notifies applicants, contractors and homeowners of violations and re-inspects as needed.
  • Maintains logs and records of inspections and plan reviews.
  • Testifies in court cases involving code violations.
  • Conducts instructional classes on city-adopted construction codes.

Performs plan reviews related to specific area of expertise.Job Description:ESSENTIAL DUTIES AND RESPONSIBILITIESEnforces the City's adopted construction codes including, but not limited to building, plumbing, mechanical, energy and electrical.Inspects all aspects and phases of building construction including structural, mechanical, electrical, energy and plumbing to ensure compliance with code and ordinance provisions and approved construction documents and site plans.Reviews for compliance and subsequent approval, those portions of submitted permit applications and construction documents relating to his/her specific area of expertise for conformity with City-adopted construction codes.Notifies permit applicants, contractors, and homeowners of code and ordinance violations relating to plan review and construction activities. Re-reviews plans and re-inspects construction work to ensure violations have been rectified.Suggests approved methods/materials and/or actions necessary to bring plans and/or construction into compliance with City-adopted codes and ordinances as needed.Maintains effective and diplomatic relations with property owners, contractors, and designers. Provides information and responds to questions and complaints as necessary.Reviews and approves construction drawings and specifications for compliance with the building codes, and amendments to the Boulder Revised Code.Maintains logs and records of inspections and plan reviews performed.Assists inspection and code review staff in day-to-day inspection scheduling and resolution of building code issues.Testifies in court cases involving violations of City-adopted construction codes.Recommends appropriate revisions to City-adopted construction codes.Conducts instructional classes on City-adopted construction codes as assigned.Performs related duties as required by management to meet the needs of the city.Follows the “Rules of Engagement” for building inspectors and works in harmony with the goals, objectives and mission statement for the Planning and Development Services department.Knows and complies with all City and department policies and participates in professional trainings and development.MINIMUM QUALIFICATIONSAbility to demonstrate effective verbal and written communication skills.Ability to take proper safety precautions to prevent accidents, responsible for the safety of self, the public, materials, and equipment. Use all required safety equipment and follow all safety regulations, policies and procedures. Report all accidents and damage to City property.Ability to use tact and discretion when interacting with the public in difficult situations.Ability to work independently.Knowledge of currently adopted building codes.Must successfully pass a background check before first day of work and maintain acceptable screening.PREFERRED QUALIFICATIONSSkill in and experience using computer word processing, spreadsheet, and database software.Associate’s degree in construction technology or related field.MINIMUM REQUIRED EDUCATION AND EXPERIENCEHigh school diploma or GED.Three (3) experience in building inspection, code enforcement, or building construction or three (3) years’ experience in structural building, electrical, plumbing, or mechanical contracting work or three (3) years’ experience in jurisdictional building inspection or construction management experience.Colorado Journeyman or Master Electrician License.Current ICC Commercial Combination Inspection Certification (or obtain within one (1) year of hire).Must hold and maintain a valid drivers' license.SUPERVISIONSupervision Received: Building Inspection ManagerSupervision Exercised: NoneWORKING CONDITIONS AND REQUIREMENTSPhysical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits effective communication on the telephone and in person. Sufficient vision or other powers of observation that permits the review, evaluation and preparation of a variety of written documents and materials. Sufficient manual dexterity that permits the operation of computers and other office equipment. Requires occasional lifting, carrying, walking, standing, and kneeling.Work Environment: Ability to perform a range of manual tasks in a construction environment such as climbing stairs or ladders, visually observing work performed, and wearing appropriate safety equipment such as boots, hard hats, and safety glasses. Regularly driving and visiting construction sites to perform building inspections.
