City of Methuen Employment Opportunities

Reporting to the Director of Public Health, the incumbent holds the pivotal role of overseeing the City's Building Division, ensuring its effective administration while adhering to pertinent city, state, and federal regulations concerning zoning, building, gas, plumbing, and electrical inspection and permitting services. The incumbent will work with the ADA/Diversity Coordinator for all public issues related to local, state, and federal regulations and work in conjunction with the Employee ADA/Diversity Coordinator on objectives and directives from the Disability Commission. Additionally, the incumbent will perform any other associated duties as necessitated.

  • Oversees the daily operations of the Building Services Division of the HHSI Department including City staff and contract/grant employees.
  • Performs, administers, and delegates the enforcement of all state law, City ordinances, bylaws, and regulations related to building and zoning regulations.
  • Attends scheduled meetings of the Zoning Board of Appeals and oversees preparation of ZBA decisions.
  • Reviews and inspects site plans, applications, and special permits and may make on-site inspections to review work in process to assist inspectors in compliance with all related bylaws and regulations.
  • Responsible for the scheduling of after-hours responsibilities conducted by the Building Services staff and the delegation of emergency callouts after hours.
  • Provides backup support for Building Division inspectors.
  • Acts as a liaison and coordinates efforts with the City’s Police, Fire, and DPW for the enforcement of regulations.
  • Oversees the administration of grants for the Building Division.
  • Directs the workflow of all permits, licenses, and other public requested documents relative to the Building Division.
  • Assists the City in the implementation of the ADA transition plan.
  • Reviews City plans to ensure ADA compliance.
  • Serves as the Chair of the Building Safety Task Force.
Education and Experience Requirements:
  • Bachelor’s degree in a field related to building construction and/or design plus a minimum of five (5) years of experience in building construction/design or equivalent education and experience.
  • Certified Building Commissioner or ability to obtain certification within eighteen (18) months.
  • Certified for Weights and Measures (MA).
  • Must possess a valid driver's license to operate a motor vehicle.
