Job summary

The NYS Office of General Services seeks a Building Construction Program Manager 1 to lead medium-sized construction and renovation projects for NYS facilities. You will supervise consultants, coordinate design and construction services, and support higher-level staff on complex initiatives.

Occasional travel and full range of supervisory duties are required. A Driver’s license and readiness to relocate to project sites across the state may be needed.

Qualifications

• Seven years of experience in multi-trade building construction, including two years managing multiple building construction projects.
• Experience managing multi-trade building construction projects shall include responsibility for three or more areas: construction planning, coordination of multiple trades, cost estimating.
• Experience with project scheduling, material purchasing, and resource management (labor, materials, equipment) and reading/interpreting construction documents.
• Degrees may substitute for experience: Associate = 2 years; Bachelor = 4 years; Master = 5 years; Doctorate = 6 years.

Operational Needs

• Travel may be required (approximately 50%).


• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.

• You may be reassigned on a temporary or permanent basis to any project in the state regardless of location


• There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven years of experience** in multi-trade building construction, which must have included two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:

• construction planning


• coordination of multiple trades


• cost estimating


• project scheduling


• material purchasing


• resource management (including labor, material, and equipment scheduling)


• construction document reading and interpretation (e.g., plans and specifications).


• Applicant degrees in related fields may substitute for experience as follows:


• Associate degree: two years of required experience.


• Bachelor's degree: four years of required experience.


• Master's degree: five years of required experience.


• Doctorate degree: six years of required experience.

52.7 Non-Competitive Promotion

If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications: Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Building Construction Program Manager 1 and must not have failed the two most recent exams.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Facilities Planner 2 and eligible for transfer under Section 70.1 of the Civil Service Law
